Not long ago, news appeared online that the renovation program in the Russian capital was extended, and the demolition of five-story buildings on the map of Moscow will continue in 2017-2018. The current project differs from the previous one, implemented in 1999, in that people can choose the objects that will be demolished.

Within a month, each owner of an apartment in a Khrushchev-era building included in the demolition program could vote “for” or “against” the destruction of a residential building on the “Active Citizen” website or in the MFC of their district.” The opinion of the majority decided the fate; if the total number of residents who voted “for” was 67%, then the housing was marked on the Moscow renovation map as tolerable. The essence of the program and its implementation

At the end of the last century, the Moscow government made a major decision to implement a project to dismantle 5-story buildings. This need arose due to the lack of space for the construction of modern residential complexes. It included Khrushchev and other low-rise buildings that were built in the period 1955-1968. A significant role in the decision was played by the fact that such buildings had long since fallen into disrepair and did not meet new housing standards.

According to the calculations of the city administration, it was possible to implement the plan in just 11 years, but, unfortunately, the crisis played a cruel joke on the project. Therefore, the program was temporarily suspended. The remaining houses on the original list to be dismantled are will be demolished first. Features of the new renovation program:

Addresses of five-story buildings to be demolished

More than 5 thousand low-rise residential buildings are involved in the renovation project. Their destruction is planned for 2016-2020. The houses of the demolished series are located on the territory of each Staromoskovsky and Novomoskovsky district:

  • Northern Administrative Okrug, North-Eastern Administrative Okrug and North-Western Administrative Okrug;
  • Central Administrative District and Western Administrative District (ZAD);
  • Eastern Administrative District and Southern Administrative District;
  • South-Eastern Administrative District and South-Western Administrative District;
  • ZelAO and TiNAO.

The final list of demolished housing includes 5,177 houses of various heights.

Of these, 71 buildings are residual from the previous plan (most of them are located in the JSC). Since the beginning of 2017, the plan for renovating Moscow's housing stock has been gradually implemented, according to the government within two years, about 30-40 more Khrushchev buildings will be demolished. Which Khrushchev buildings will be demolished in 2018-2019?

The mayor's office announced the housing renovation program in Moscow at the beginning of 2017, but the final list of houses subject to resettlement and demolition and the Moscow renovation map were published only at the end of September. This is the second program to demolish the so-called “Khrushchevka” - five-story panel houses. According to the voting results, 5,144 five-story buildings are subject to demolition, which is more than 350 thousand apartments. Of these, 4,062 dilapidated houses were included in the list as a result of a vote on the official Internet portal of Moscow “Active Citizen”, as well as in the centers for the provision of public services “My Documents”. The remaining 1,082 residential buildings included in the renovation program were included based on the decision of the apartment owners of these five-story buildings.

What will the residents of dilapidated houses get in return?

As part of the renovation program announced in 2017, five-story buildings of the I-510, I-511, I-515 series, that is, panel, block and brick buildings, will be demolished. Residents of houses subject to demolition will receive equivalent housing in new monolithic and panel multi-storey buildings. Moscow authorities assure that more than 90% of resettled citizens will receive new housing within their district (okrug). And on the site of the demolished five-story buildings, new residential buildings will be erected, and the construction of skyscrapers is not included in this project. The height of future residential buildings is planned to range from 6 to 14 floors.

Moreover, renovation participants will have the opportunity to improve their living conditions when moving from demolished houses to a new apartment. Each of them will be able to choose housing with a larger area by paying extra for it. For those who do not take advantage of this benefit, the city authorities reserve the right for them to purchase a second apartment at a significant discount within two years from the date of moving.

According to the law “On the status of the capital of the Russian Federation”, the opportunity to purchase a large living space with an additional payment is available not only to owners of apartments in dilapidated five-story buildings, but also to those who live in them on the basis of a social tenancy agreement, provided that they have chosen compensation in the equivalent of a dwelling of equal size . A discount of 10% of the additional payment amount will be available to all project participants if they express a desire to purchase additional square meters.

The five-story buildings that are subject to resettlement and demolition were determined by voting by the residents themselves, as well as based on the opinion of technical experts. Voting for the inclusion of “Khrushchev” buildings in the renovation program was carried out from May 15 to June 15, 2017. Today, many residents of five-story buildings are concerned about the question of how to find out the results of the renovation vote for a particular building. Other topics are of no less interest, for example, whether all votes are taken into account, how to check this, how residents of neighboring apartments voted. Numerous protests by opponents of the renovation forced the authors of the project to make the vote counting system as transparent as possible and anyone can find out about the voting results without leaving home.

The results of the past voting are available to all Muscovites for review. To find out the result of the renovation vote and check which houses are included in the renovation program, it is possible to use the appropriate Internet service, for example, on the Moscow Mayor’s portal mos.ru.

You can obtain information about the distribution of votes by entering the street name, as well as the full number of the house of interest, in a special field on the portal. The search result will provide information about the percentage of residents who voted for and against. In this way, you can understand whether your house is participating in the renovation program or not. It will include those five-story buildings, the majority of whose residents supported the project.

Along with this, the interactive map allows you to clarify the voting results of each apartment. The numbers, as well as the personal data of the residents, are encrypted. However, this information allows you to see the result of the distribution of opinions in more detail. It is displayed as a separate list in the final table, which is very convenient and informative.

Using the interactive map of public portals, you can find out the voting results of other houses. All objects taking part in the distribution of votes are marked with special markers. If it is green, it means that the majority of residents supported the renovation. If it is red, it means the vast majority of apartment owners in this building have refused to participate in the program.

The voting results in “Active Citizen” and the MFC “My Documents” were summed up in two stages. The first was to determine how each specific apartment voted. For residents who are the only owners or tenants of apartments, information about where to find out the results of voting on renovation of the house may be quite sufficient, since in this case, during the apartment-by-apartment voting, only his vote was taken into account. For those objects that have several owners, the final opinion was calculated based on the majority of votes. In the case where the positions were divided in equal proportions, the opinion was not counted. The same algorithm worked for those apartments that are communal.

You can find out the results of voting on renovation using public portals. With their help, you can check whether your vote was taken into account. If a website called “Active Citizen” was used to express one’s position, or it was given through a personal visit to the MFC, then the voter received a personal code. You can use it to check whether your opinion has been processed. To do this, you must enter the received identifier in a special form on the Moscow Mayor’s portal. The result of the search should be information that the vote was taken into account, as well as in favor of which of the positions it was cast.

The second stage of summing up consisted of calculating the final opinion for the entire five-story building. This is now reflected on an interactive map, which provides the answer to the question of how to find out the results of the renovation vote for a specific house. The general mechanism for counting votes in the house as a whole looked like this. If more than two-thirds of the apartments in the building, or 66.67% of the total number, voted to participate in the renovation, then this house was included in the list of those that will be liquidated in the next 15 years, and their residents resettled.

The distribution of votes of “silent” citizens who abstained from voting is given special attention. Previously, it was assumed that such votes would be counted in favor of renovation. However, it was subsequently decided that abstention votes would be distributed in proportion to the general opinion.

Citizens who were looking for an answer to the question of how to find out the results of voting on the renovation of a house can not only get detailed information on how residents’ opinions were distributed on the mos.ru portal, but also check whether their vote was taken into account.

Residents of five-story buildings could cast their vote through the “Active Citizen” application, the “My Documents” MFC, or at meetings of owners, the decisions of which took precedence over other ways of expressing the will of citizens. The Moscow City Hall did everything possible to ensure that Muscovites had no doubts about the correctness of the calculations. It was with the aim of making the process maximum transparency that an identity confirmation procedure was introduced.

In those communication channels through which Muscovites expressed their opinion about the program, and where you can find out the results of voting on renovation at the moment, it was necessary to indicate personal data confirming the right to take part in the survey. Among the information requested were:

  • last name, first name and patronymic of the voter who is a resident of the Khrushchevka
  • passport series and number
  • SNILS insurance certificate number
  • information about the personal account of the apartment, according to which utility bills are calculated

Only after verifying the information received could one gain access to voting on the Active Citizen portal. In the Moscow branches of the MFC, in order to express one’s position, it was necessary to provide the specialist with a passport, as well as documents for the apartment confirming the right of ownership or provision of housing under a social tenancy agreement.

First of all, you should pay attention to the space to the right of the “Find” button. If the inscription appears there: “A general meeting of premises owners was held in the house,” then the information presented below is for informational purposes only. Such houses are marked with an asterisk (*) on the map. According to the voting rules on the draft renovation program, enshrined in Moscow Government Decree No. 245-PP, the decision made at the general meeting has priority. If the inscription did not appear, then there was no general meeting and the fate of the house was decided during voting in the “Active Citizen” system and the “My Documents” public service centers.

The first line is the voting results themselves. They indicate the percentage of apartments that voted for the inclusion of the house in the project of the renovation program, and against it. In addition to these two numbers, the following inscription may appear: “Votes not taken into account (the opinions of the owners or tenants of the apartment are equally divided)” and the number of such apartments is indicated. According to Resolution No. 245-PP, these . If the inscription does not appear, then all apartments in your building were able to make a consolidated decision.

Following this, the details of the voting process in the house are clarified. All personal data, the publication of which is prohibited by Federal Law No. 152-FZ, is represented by identifiers accessible only to the voting participants themselves. They were sent via SMS or email after the vote was counted in the “Active Citizen” or the “My Documents” government service centers. Opposite the “Voice ID” the decision made by the owner or tenant of the apartment and the date when this decision was recorded are indicated. In the far right column is the choice of apartment - for or against. According to Resolution No. 245-PP, if an apartment has two or more owners or tenants, the voting results on it are determined by a simple majority of votes.

If there are apartments in the building in which the opinions of the owners or tenants are divided, the “Opinion Undecided” block will be available, where the results of their voting will be published according to the same principles.

At the first, we determined how each specific apartment spoke. If it has one owner or employer, only his opinion is taken into account. If there are several, the results were determined by a simple majority of votes. If the votes were distributed equally, they were not taken into account when summing up the results. There was no need for all owners or employers to participate in the voting: the opinions of those who voted were taken into account.

It is important to note that the same procedure for recording votes was in effect for communal apartments. If several owners voted in a communal apartment, then the votes were taken into account according to the resolution and the rule “one apartment - one vote” was in effect.

The draft renovation program includes only those buildings where residents of more than two-thirds (at least 66.7 percent) of the apartments in this apartment building were in favor. At the same time, apartments whose owners or tenants were equally divided in opinion were not taken into account when summing up the voting results.

For example, there are 103 apartments in a building, of which 83 residents voted. Three apartments were undecided (they will not be taken into account), 72 (90 percent) were in favor, eight apartments (10 percent) were against. The votes of the “silent ones” from the remaining 20 apartments were distributed in the same proportion - 90 and 10 percent, respectively, or 18 votes for including the house in the renovation project and two votes against it, indicating the unique code that was sent to you via SMS or email;

  • - in the information center for voting on renovation (Moscow, Tsentrosoyuzny lane, building 13, building 3, 2nd floor).
    • - identity document;
    • - documents certifying ownership or social tenancy agreement;
    • - an extract from the Unified State Register of Real Estate (in the absence of a document certifying ownership);
    • - an application form with a mark from the “My Documents” center in which you voted.
