According to the law, declarations had to be submitted before April 1. Civil servants report on the property that is in their property or in the property of their wives and minor children.

The President and his administration

Vladimir Putin earned about 8.858 million rubles in 2016. Over the year, his income decreased slightly - in 2015 he declared 8.891 million.

The head of state owns a land plot of one and a half thousand square meters, an apartment of 77 square meters and a garage of 18 meters. An apartment (153.7 square meters) and a garage space (18 meters) are included in the declaration as a right of use.

The richest in the government was the Minister for North Caucasus Affairs Lev Kuznetsov - his income amounted to more than 582 million rubles.

Power bloc of the government

Among the representatives of the “security” bloc in the government, the head of the Ministry of Emergency Situations Vladimir Puchkov and the Minister of Defense Sergei Shoigu declared the largest income - more than 12 million and 10.5 million rubles, respectively.

At the same time, their wives received almost similar incomes: Puchkov’s wife earned 11.8 million rubles, Shoigu – 10.4 million.

Third place in terms of income among the security forces was taken by Deputy Prime Minister Dmitry Rogozin - 8.1 million rubles. At the same time, Rogozin has the largest fleet of vehicles - two cars (GAZ-21R Volga and GAZ-13 Chaika) and two motorcycles.

The top five richest also included Minister of Justice Alexander Konovalov (7.1 million rubles) and Head of the Ministry of Internal Affairs Vladimir Kolokoltsev (6.7 million rubles). The latter set a "record" for the power bloc in the number of real estate - a land plot of 0.15 hectares, three apartments, a garage and a house for free use.

The richest "economist" - Manturov

Among the richest ministers of the “economic” bloc is the Minister of Industry and Trade Denis Manturov. In 2016, he earned 129 million rubles. In addition, he owns six cars (Land Rover, Moskvich 412, VAZ 2103, Lada Vesta, GAZ 21 and Moskvich 408), a plot of land, an apartment and four parking spaces.

The three richest “economists” included the head of the Ministry of Finance Anton Siluanov (95.44 million rubles, while income almost tripled over the year) and Deputy Prime Minister Igor Shuvalov (71.76 million rubles).

The Shuvalov family turned out to be one of the few among officials who owns foreign real estate - the declaration indicates a house in Austria and an apartment in England.

The most modest figure was shown by Minister of Agriculture Alexander Tkachev. In 2016, he earned 5.6 million rubles. However, most of this income was apparently received by him at his previous place of work - at the state corporation Rosatom, which he headed until October 2016. He spent only three months working in the Kremlin during the reporting period.

In second place is the Secretary of the Security Council of the Russian Federation Nikolai Patrushev, who declared 33.5 million rubles. High-ranking civil servants and parliamentarians are required to report on income, expenses and property annually until April 1 inclusive (for ordinary officials this period expires on April 30), and after processing the declarations, this information is published on the official websites of the relevant authorities.

For the first time, the requirement to provide information about income and property in relation to civil servants in Russia was introduced in 1995, but then all this information received the status of official secret. A presidential decree on the procedure for posting information on the income and property of civil servants and members of their families on official websites of government bodies and in the media was signed in 2009. Since then, information about the property status and income of family members of the head of state, the chairman of the government, ministers, Kremlin administration employees, presidential envoys in the districts, State Duma deputies and members of the Federation Council is submitted to the tax authorities and published on official Internet portals. Since 2012, the heads of the Central Bank of the Russian Federation, the Pension Fund, the Social Insurance Fund, the Mandatory Medical Insurance Fund, their spouses and minor children also began to report.

In 2013, the list of those who are required to declare income and expenses was expanded to include the heads of state-owned companies and state corporations, but in 2015 the Russian government exempted the management of a number of companies with state participation from publishing such information (Russian Railways, Rosneft, etc.). The requirement for a public declaration has since applied only to employees of non-profit and budgetary organizations, foundations, corporations and companies that are 100% owned by the state and whose managers are appointed by the government of the Russian Federation. Commercial companies (joint stock companies) with state participation must provide information about the declarations of their managers to the government, but are not required to publish them.

In 2013, a law came into force according to which officials and parliamentarians must report not only on income, but also on large expenses - on each transaction for the acquisition of land, real estate, cars, securities and shares, if the amount exceeds the total income of the civil servant and his spouse for the last three years. It is also necessary to talk about the sources of funds through which the purchase was made. In the same year, a ban was introduced on the ownership of bank accounts and financial instruments abroad by officials, parliamentarians and candidates for elected office. In this case, the presence of foreign real estate is allowed, but all of it is subject to declaration.

About 1.5 million government employees file income declarations annually. In December 2013, the Anti-Corruption Department was created in the Kremlin, which verifies information submitted by officials.
