We present an interview with Konstantin Alekseev, General Director of the National Fuel Company (NTK), which is preparing to sign a cooperation agreement with Chinese companies. NTK is still a new player in the coal market, but its goals are ambitious.

The company sees its mission in the development of the domestic coal industry, the creation and implementation of new technologies and the revival of Russian production of mining equipment.

Konstantin Yuryevich, what would you say about the development of the coal industry? Is it worth paying attention to it today in the context of the fact that everyone is actively talking about the development of alternative energy sources?

The coal industry can easily be called one of the cornerstones of our economy. And even despite the fact that the use of alternative energy sources is being actively discussed today, coal generation in our country is still economically more profitable and efficient compared to renewable energy sources. Of course, today Russian companies are going through hard times. But the coal industry is having a hard time around the world. Coal production in the largest coal-producing countries is being held back, world prices for coal products are falling, and international trade volumes are declining. However, in our country, coal production, despite all this, is growing, although the growth rate has slowed down. Last year alone, the amount of coal produced increased by almost 20 million tons.

You head the National Fuel Company. Tell us more about her. How did it appear, what does it see as its main task?

The National Fuel Company was founded last year.

Possessing all the necessary competencies, we see our task in developing the domestic coal industry, creating and implementing new technologies for mining and processing coal, increasing the level of industrial safety, protecting the environment, increasing economic efficiency and reviving the Russian production of mining equipment.

We plan to serve as a platform that will unite the experience of Chinese and Russian specialists and ensure the exchange of information, knowledge, and technologies.

To do this, it is necessary to study the capabilities of the industry in terms of coal mining and processing, expanding export markets, and using new technologies. The basis for this should be an integrated approach.

The plans include the introduction of a modern management system, the creation of service centers, and the modernization of equipment. Therefore, the import of high-quality mining equipment, including from China, is a priority at this stage.

The NTK team has experience in the coal industry, both in Russia and China, and has established contacts with the largest coal companies in China. Realizing that our plans cannot be realized without our own production, National Fuel Company LLC signed an agreement with the Indian company Arcelor Mittal to acquire a 100% stake in the Northern Kuzbass coal company.

Today this enterprise plays a special role in our Russian market. Severny Kuzbass is one of the few producers of elite grades of coking coal. The structure of the coal company includes the Berezovskaya mine, the Pervomaiskaya mine and the Severnaya processing plant. The total number of workers there is more than 3.5 thousand people.

We believe that Northern Kuzbass will become a springboard for modernizing equipment and developing new technologies in the coal industry. In addition, we have already opened a representative office of Northern Kuzbass in Beijing.

Can China be called our main partner in the coal industry?

China is, in fact, the largest coal power and remains our most important partner. In terms of coal exports to China, Russia now ranks fourth in the world after Indonesia, Australia and North Korea. Although until 2015 we were in third place. The vector of coal exports to the East has been gaining momentum for quite some time. This was preceded by a rich history of cooperation with Chinese companies. Until recently, China increased imports of our coal every year. For this country, coal has always been the main source of energy. Despite the fact that about 4 billion tons are mined there annually (for comparison, Russia produces about 370 million tons), China remains one of the main importers of coal in the world - they have colossal coal generation. We supply there mainly thermal coal, which is used for heating. And coal smog over Beijing has become commonplace. By the way, measures taken in China to improve the economic situation have significantly reduced the scale of this problem.

However, over the past year, the volume of our supplies to this country has decreased by 40%. This was influenced by many factors. One of them is an increase in the transport component in the cost of coal. Today it sometimes reaches 40%. Therefore, this makes our raw materials uncompetitive compared to Australian ones, for example.

In addition, China is actively changing the structure of its fuel and energy balance, increasing oil and gas imports, developing renewable energy sources...

Therefore, in China, the growth rate of coal use began to minimize, which was also reflected in a decrease in the volume of our supplies.

But thanks to the many years of development of its coal industry, China has accumulated enormous experience in mining, production, technology development, and improving its industrial safety. Therefore, by actively developing our cooperation, we are confident that their experience and technologies can be useful in our country. Moreover, the basis for cooperation has already been formed.

What was the starting point for such cooperation, what is the history of the issue?

Several years ago, as part of the development of the Russia-China energy dialogue, the beginning of active interaction between our countries was laid. In 2010, a Memorandum of Cooperation in the coal sector and a Road Map were signed, which outlined the stages of development of this cooperation step by step. On the Russian side, it was then signed by Deputy Prime Minister of the Russian Federation Igor Sechin, and on the Chinese side by Vice-Premier of the State Council of the People's Republic of China Wang Qishan. Thus, a permanent platform for the development of cooperation was created. In accordance with the adopted documents, it was also planned to supply mining equipment to Russia. Now these agreements are gradually beginning to take on real features.

Today, the domestic coal industry needs support and modernization more than ever. Due to the fact that the machine-building base of our country was lost in the 90s, today we are forced to purchase mining equipment in China.

Although I, being still a young specialist in 1987 and working in Beijing, remember that until the 90s, the Soviet Union supplied its own equipment abroad, including to China.

But since most of our coal enterprises need modernization, the issue of purchasing high-quality equipment is very relevant. Now the process of cooperation with Chinese companies has become quite dynamic. In recent years, Chinese manufacturers have gained experience, created technologies, significantly improved the quality of their equipment, and improved its characteristics. Our conditions have now also changed; difficulties with financing and shortages of equipment from Europe are negatively affecting the work of our coal industry.

Therefore, we are interested in Chinese equipment and are conducting intensive negotiations on its purchase. Why do we rely on Chinese equipment? In the process of our rather long cooperation, Chinese companies adapted it for our production, achieved significant success in improving a number of characteristics, created several service enterprises for maintenance, and in a short period of time managed to achieve a fairly high technological level.

In China, in a situation of strict environmental sanctions, the development of new types of generation - an emphasis on renewable types of energy, the need for such products, which are today produced in large volumes at numerous factories, is decreasing. At the same time, China produces the entire line of mining equipment and is ready to cooperate with us, supplying its products on very attractive terms. I think that this will have a positive impact on our development. Firstly, it will ensure the re-equipment of our production, and secondly, it will create an initial basis for us to develop our own mining equipment.

Using complexes and machines supplied from China, it is planned, first of all, to re-equip and modernize the mines of Northern Kuzbass. But such equipment will certainly be in demand by our other companies.

How will the development of cooperation with China be expressed?

The National Fuel Company plans to soon sign a Strategic Agreement with one of the leading Chinese companies - China Coal Technology Engineering Group (CCTEG). The agreement involves cooperation in the production of equipment, scientific and technological developments in the coal industry, and the implementation and management of advanced processes.

The CCTEG company is based on the Ministry of Coal Industry of the People's Republic of China. It includes 4 out of 6 design institutes of the Chinese coal industry. The corporation is the main contractor for the design of coal enterprises for all coal companies in China, such as Shenhua, China Cole, Yankuan Cole, etc. It unites design institutes, national laboratories for the development and certification of coal mining equipment, manufacturing enterprises for the entire line of equipment, as well as factories for manufacturing of auxiliary and maintenance equipment for underground use.

In addition, they pay enormous attention to industrial safety issues, which is very important to us. We will take the best experience of our Chinese colleagues and use it here.

It is important for us today to create a platform for mutual enrichment with new ideas, technologies, and personnel.

The agreement, which is planned to be signed, identifies some strategic priority areas of cooperation:

Joint development of coal deposits in Russia,

Increasing supplies of high-quality coal from Russia to China,

Application of modern technologies that contribute to improving environmental protection,

Exchange of management experience and experience in designing coal production,

Creation of complexes for deep processing of coal and development of relevant technologies,

Increasing mutual supplies of Russian and Chinese equipment for the needs of coal mining companies.

The National Fuel Company will become a conductor and investor of new technologies that will help bring the Russian coal industry to a qualitatively new level and will help improve its safety and efficiency.

How do you see the development of your main coal asset - the Northern Kuzbass company?

Our course is to modernize and develop production, preserve and even increase jobs, and solve social problems. We are ensuring positive dynamics: the mines of Northern Kuzbass have already become a Russian asset, and there is a lot of work ahead to modernize capacities, implement a serious social program, develop new technologies, and expand the production base.

Having found a partner like China, we could provide our coal industry with investments to modernize production, increase labor productivity and economic efficiency, reduce costs, increase production, and improve the situation with industrial safety and the environment. For example, we plan to increase the production of coking coal by Northern Kuzbass to 2 million tons. (today the production volume is 1 million 200 tons). At the same time, the factory capacity is 3 million tons.

Therefore, we see one of our tasks as improving technological processes at the enterprise, introducing new tools and an effective management system, which will ultimately make our enterprise socially oriented and the future of our team reliable.
