Explanations
on the implementation of the right of workers in the field of education and other areas of jurisdiction of the Ministry of Education and Science of Russia to be awarded departmental awards

Departmental awards of the Ministry of Education and Science of Russia were established by order of the Ministry of Education and Science of Russia dated September 26, 2016 No. 1223 “On departmental awards of the Ministry of Education and Science of the Russian Federation” (as amended by orders of the Ministry of Education and Science of Russia dated June 19, 2017 No. 567 and dated October 30, 2017 No. 1059) (hereinafter referred to as order No. 1223, departmental awards).

I. Categories of persons entitled to receive departmental awards.

Persons who are employees (employees) of organizations in the field of education, scientific, scientific and technical activities, education, guardianship and trusteeship of minor citizens, social support and social protection studying educational organizations, youth policy, other areas of jurisdiction of the Ministry of Education and Science of Russia.

Citizens working part-time, as well as those dismissed (including due to retirement) cannot be nominated for departmental awards.

To be awarded departmental awards for outstanding achievements (merit) and long-term conscientious work(service) in the specified areas of activity of the Ministry of Education and Science of Russia are entitled to all persons whose activities are related to the listed achievements in labor (clause 1.3 of Appendix No. 2 to the order).

Thus, all categories of employees can be nominated for departmental awards (including the Certificate of Honor of the Ministry of Education and Science of the Russian Federation and honorary titles), regardless of position, level of education, qualification category, etc. In particular, managers and employees of the apparatus of the All-Russian Trade Union of Education and its regional (interregional) and local organizations, as well as other categories of persons who have merit in the established field of activity and meet the requirements for work experience * (1) required for submission to each of the listed awards.

Additional requirements are established only for candidates for the K.D. medal. Ushinsky and the medal of L.S. Vygotsky, who, as a rule, must have an academic degree of Doctor of Pedagogical Sciences and Doctor of Science psychological sciences respectively.

In turn, the badge “For Mercy and Charity,” on the contrary, can be awarded to persons who are not employees of the education sector and other areas of jurisdiction of the Ministry of Education and Science of Russia (for example, sponsors of events for children and youth, parents (legal) representatives of students providing personal financial and other assistance to organizations engaged in educational activities, as well as other persons providing systematic material and non-material support to individual students and pupils).

II. No unnecessary requirements for candidates.

A massive violation of workers' rights is the excessive requirements for candidates for awards, in particular the requirements for them to have awards at the municipal and regional levels.

When nominated for departmental awards, the Ministry of Education and Science of Russia is not prerequisite whether candidates have any other (municipal, regional, etc.) awards. The order of the Russian Ministry of Education and Science does not establish such requirements.

The lack of a certificate of honor or other award from the body cannot serve as a basis for refusing to nominate candidates for departmental awards. executive power subject of the Russian Federation carrying out public administration in the field of education, and (or) a local government body that manages the field of education, as well as other awards of a constituent entity of the Russian Federation.

When submitting documents for awarding departmental awards, the presence of municipal, regional and other awards of a constituent entity of the Russian Federation is not indicated. Thus, paragraph 8 of the submission * (2) and paragraph 9 of the award sheet * (3) indicate the presence of only state and departmental awards at the federal level.

III. Sequence of awarding departmental awards.

The following sequence applies for presentation of the departmental awards listed below:

To submit for the award of an honorary title, a Certificate of Honor from the Ministry of Education and Science of the Russian Federation is required, with the exception of cases where the experience of employees in the established field of activity is over 20 years * (4);

To submit for awarding the medal K.D. Ushinsky and the medal of L.S. Vygotsky requires an honorary title.

Thus, a person who has not previously been awarded departmental awards, but has over 20 years of experience in the established field of activity, can be nominated for an honorary title.

It is necessary to take into account that identical to modern departmental awards and having the same legal force are medals, honorary titles, badges (badges), certificates of honor and gratitude, respectively, issued or awarded in accordance with:

Resolution of the Council of Ministers of the USSR dated July 21, 1967 No. 687 “On the establishment of the N.K. medal. Krupskaya";

decision of the Ministry of Education of the USSR and the Central Committee of the trade union of workers in education, higher education and scientific institutions dated September 16, 1967 “On approval of the Regulations on the badge “Excellence in Education of the USSR”;

Order of the Ministry of Education of Russia dated January 13, 1999 No. 44 “On approval of the Regulations on industry awards of the Ministry of General and vocational education Russian Federation";

IV. The number of persons nominated for departmental awards.

Order No. 1223 does not establish restrictions on the number of persons nominated for the award of the insignia of the Ministry of Education and Science of Russia.

In turn, the number of persons who can be nominated by the executive body of a constituent entity of the Russian Federation that carries out public administration in the field of education for awarding other departmental awards is limited*(7). In this regard, as well as in order to increase the objectivity and transparency of determining the number of persons annually nominated for awards in specific organizations (bodies), it is recommended to take into account the motivated opinion of the relevant regional (interregional) and territorial organizations of the All-Russian Trade Union of Education.

The number of employees of an organization is less than 200 people does not limit the right to initiate applications for departmental awards and is not a basis for refusing to consider them. However, when considered by a board (commission, etc.), the executive body of the constituent entity of the Russian Federation exercising public administration in the field of education is given the right to make a decision on supporting candidates according to the number determined by clause 2.3 of Appendix No. 2 to Order No. 1223.

Review of documents of employees of private educational organizations (preschool, primary general, basic general and secondary general education) is carried out on the grounds corresponding to paragraph 2.10 of Appendix No. 2 to Order No. 1223.

Clarifications were given on the issue of receiving departmental awards from the Russian Ministry of Education and Science by education workers. In particular, the following was noted.

ABOUT K.D. MEDAL USHINSKY

1. Medal K.D. Ushinsky (hereinafter referred to as the medal) is awarded to citizens of the Russian Federation from among teaching staff and figures in the field of pedagogical sciences (usually candidates or doctors of pedagogical sciences) who have made a significant contribution:

in the development of issues of the theory and history of pedagogical sciences;

in improving methods of training and education of the younger generation, cultural and moral development of the individual;

in the creation of textbooks included in the federal lists of textbooks recommended (approved) for use in the educational process in educational institutions, implementing educational programs general education and having state accreditation, or having a positive review authorized by the Ministry of Education and Science of the Russian Federation government agencies on the possibility of using primary vocational, secondary vocational, higher vocational and additional vocational education in the educational process in educational institutions.

2. The description and drawing of the medal are given in Appendix No. 1 to these Regulations.

3. The medal is awarded in accordance with the Procedure for awarding departmental awards of the Ministry of Education and Science of the Russian Federation (Appendix No. 12 to this Order).

4. The award sheet (Appendix No. 14 to this Order) must be accompanied by a list of printed works submitted for awarding the medal (Appendix No. 2 to these Regulations).

5. The presentation of the medal and the certificate for it is carried out in a solemn atmosphere, as a rule, at the place of work of the recipient.

7. The medal is worn on the right side of the chest and is located below the state awards of the Russian Federation, RSFSR, USSR.

introduction into the educational process of forms and methods of organizing and conducting classes, monitoring knowledge and new technologies that ensure the development of student independence and individualization of their learning;

success in the practical training of students and the development of their creative activity;

achievements in regional, federal, international educational and scientific and technical projects;

progress in development educational literature and production of educational visual aids and equipment;

merits in the training of teaching staff, retraining and advanced training of specialists in the secondary vocational education system;

successes in organizing financial and economic activities, developing and strengthening the material and technical base of educational organizations;

many years of conscientious work in the system of secondary vocational education;

constant and active assistance in the training of highly qualified specialists, employment of graduates of educational organizations.

2. The title is assigned to employees who have worked in the secondary vocational education system for at least 15 years, the highest or first qualification category (for teaching staff and heads of educational organizations).

3. The description and drawing of the badge for the honorary title are given in the appendix to these Regulations.

5. The presentation of the badge and certificate for the honorary title is carried out in a solemn atmosphere, as a rule, at the place of work of the awardee.

success in practical training of students, graduate students and listeners, management of research and design activities of students;

achievements in regional, federal, international educational and scientific and technical projects;

successes in the development of educational literature and the production of educational visual aids and equipment;

merits in the training of scientific and pedagogical personnel, retraining and advanced training of specialists in the system of higher professional, postgraduate professional and additional professional education;

successes in organizing financial and economic activities, developing and strengthening the material and technical base of educational organizations;

many years of conscientious work in the system of higher professional, postgraduate professional and additional professional education;

constant and active assistance in the training of highly qualified specialists, employment of graduates of educational organizations.

2. The honorary title is awarded to employees who have worked in the system of higher professional, postgraduate professional and additional professional education for at least 15 years.

3. The description and drawing of the badge for the honorary title are given in the appendix to these Regulations.

4. Awarding an honorary title is carried out in accordance with the Procedure for awarding departmental awards of the Ministry of Education and Science of the Russian Federation (Appendix No. 12 to this Order).

5. The presentation of the badge and certificate for the honorary title is carried out in a solemn atmosphere, as a rule, at the place of work of the awardee.

6. The badge for the honorary title is worn on the right side of the chest and is located below the state awards of the Russian Federation, RSFSR, USSR.

2. A request for a departmental award is drawn up on an award sheet in the established form (Appendix No. 14 to this Order).

3. The award sheet is accompanied by a certificate of the total number of full-time employees working in the organization (body).

4. Educational and scientific organizations, subordinate to the Ministry of Education and Science of the Russian Federation, and executive authorities of the constituent entities of the Russian Federation, exercising management in the field of education and/or science, send award materials directly to the Ministry of Education and Science of the Russian Federation.

5. Educational and scientific organizations run by others federal bodies executive power, send award materials to a higher authority, which, with its submission, forwards them to the Ministry of Education and Science of the Russian Federation.

6. 9. The awarding of a departmental award is formalized by order.

10. Awarding the next departmental award for new merits is possible no earlier than two years after the previous award.

1. The badge “For Mercy and Charity” (hereinafter referred to as the badge) is awarded to citizens of the Russian Federation, foreign citizens, and stateless persons for:

personal practical charitable activities related to the introduction of advanced innovative forms in the process of educating and educating children and youth;

systematic sponsorship in organizing competitions, festivals, competitions, exhibitions, shows, Olympiads and other events for children and youth;

1. The Certificate of Honor of the Ministry of Education and Science of the Russian Federation (hereinafter referred to as the diploma) is awarded to employees of educational and scientific organizations, regardless of their organizational and legal forms and forms of ownership, employees of the Ministry of Education and Science of the Russian Federation and employees of executive authorities of the constituent entities of the Russian Federation and local authorities self-governments exercising management in the field of education and/or science, for:

significant contribution to the training of highly professional specialists and scientific and pedagogical personnel, retraining and advanced training of education and/or science workers;

introduction of new technologies, forms and methods of teaching into the educational and educational processes, ensuring the unity of training and upbringing, the formation of intellectual, cultural and moral development of the individual;

development of scientific research on current problems of fundamental and applied science, including problems of education, achievements in regional, federal, international educational and scientific and technical projects;

4. Awarding the diploma is carried out in accordance with the Procedure for awarding departmental awards of the Ministry of Education and Science of the Russian Federation (Appendix No. 12 to this Order).

PROCEDURE FOR AWARDING DEPARTMENTAL AWARDS OF THE MINISTRY OF EDUCATION AND SCIENCE OF THE RUSSIAN FEDERATION

1. The decision to initiate a petition for awarding a departmental award of the Ministry of Education and Science of the Russian Federation (hereinafter referred to as the departmental award) is made by the team at the place of main work of the person nominated for award and is considered by the collegial body of the organization (collegium, scientist, scientific, scientific-technical, pedagogical council, general meeting of the team and so on).

2. A request for a departmental award is drawn up on an award sheet in the established form (Appendix No. 14 to this Order).

3. The award sheet is accompanied by a certificate of the total number of full-time employees working in the organization (body).

4. Educational and scientific organizations subordinate to the Ministry of Education and Science of the Russian Federation, and executive authorities of the constituent entities of the Russian Federation exercising management in the field of education and/or science, send award materials directly to the Ministry of Education and Science of the Russian Federation.

5. Educational and scientific organizations under the jurisdiction of other federal executive authorities send award materials to a higher authority, which, with its submission, forwards them to the Ministry of Education and Science of the Russian Federation.

6. Educational and scientific organizations under the jurisdiction of the constituent entities of the Russian Federation and municipalities, local government bodies that manage the field of education, send award materials to the executive body of the constituent entity of the Russian Federation that manages the field of education and/or science.

The said body collectively reviews the submitted documents and sends a submission to the Ministry of Education and Science of the Russian Federation, which must indicate the surname, first name, patronymic of the person(s) nominated for award, his (their) position, place and length of service in the education system and /or science, qualification category (for teaching staff).

7. Submissions for departmental awards are made by:

heads of the Ministry of Education and Science of the Russian Federation, executive authorities of the constituent entities of the Russian Federation exercising management in the field of education and/or science;

heads of educational and scientific organizations subordinate to the Ministry of Education and Science of the Russian Federation;

heads of federal executive authorities responsible for educational and scientific organizations.

8. Based on the submitted documents, the Ministry of Education and Science of the Russian Federation makes a decision on awarding a departmental award.

9. The awarding of a departmental award is formalized by order.

10. Awarding the next departmental award for new merits is possible no earlier than two years after the previous award.

11. The issuance of a duplicate of a departmental award and/or a certificate for it is carried out upon the application of the awardee. Along with the application, documents about the award and a certificate about the reason for the loss of the departmental award and/or certificate for it are sent to the Ministry of Education and Science of the Russian Federation.
