Complaints from residents and requests for help not only did not call the governor to action, but also led to unexpected consequences: medical presenter, first lady of the Krasnoyarsk Territory Natalya Tolokonskaya gave a sharp rebuke to people on Instagram. “When there are more pure thoughts in your head, dirty air will cease to be dangerous. I can teach like a doctor!”

For reference: despite her degree, she is a so-so doctor, because even a medical student knows about experiments with formaldehyde, which gave approximately 50 lethal (deadly) mutations per 800 individuals in the Drosophila fly population. That's a lot. For humans, formaldehyde chemical mutagenesis results in infant deaths, and mutations can be delayed into the second and third generations. Fourth place in the country for corruption

According to the legal statistics website of the Russian Prosecutor General's Office, the Krasnoyarsk Territory ranked fourth in the country in receiving bribes in 2015. And no matter how much one would like to find an excuse for Viktor Tolokonsky, that, supposedly, he did not understand, did not realize, he was busy reforming the top management of the healthcare sector, but the facts say the opposite. The ex-governor came to power in 2014, and already in 2015, the “imprisonment” of people from his team began, which was extremely painful for Tolokonsky. Thus, one of the deputy ministers, Yuri Panchuk, caused damage to the budget of the Krasnoyarsk Territory by transferring 17 million rubles to the company Special Energy Construction LLC, which was supposed to work it out under a government contract, but somehow forgot. In October 2015, he was arrested.

Corruption always goes hand in hand with crime.

Six months later, in April 2016, the Minister of Architecture and Construction Nikolai Glushkov and his deputy Sergei Kozupitsa were searched in connection with a bribe case of 1.1 million rubles. Later, Elena Vavilova, another deputy minister, was also brought into the case. Vladimir Sedov, a deputy of the Legislative Assembly of the region, is suspected of receiving a bribe. In his case, the scheme was simple: according to investigators, Sedov promised to protect the developer, the Zlata company, from inspections.

Deputy Minister of Economic Development of the region Nadezhda Marshalkina was arrested. For what? She is suspected of having contributed to a government contract worth 170 million rubles. went to one of her friends. But these are still flowers. Corruption always goes hand in hand with crime. And in the Krasnoyarsk Territory it could not have happened without this.


Where did Viktor Tolokonsky come from?

And Viktor Tolokonsky came from the governors of the Novosibirsk region. And there he had such a beautiful story that only a miracle can explain how he managed to get out of it and move to Krasnoyarsk. In 2006, former Press Minister Boris Mironov wrote an article in which he exposed a criminal community that had successfully merged a branch of power in the person of father and son Solodkin and the gang of Alexander Trunov. The piquancy of the situation was that Alexander Solodkin Sr. (“Nyuma”) was an adviser to the governor. The same Viktor Tolokonsky, who for some reason did not see how an organized crime group grew up next to him. And Alexander Solodkin Jr. (“Baloven”) was the vice-mayor, which did not stop him from getting the drug dealer wife of one of the “Trunovskys” off the police and receiving income from the car market built with the money of the organized crime group.

By the way, the Trunovsky gang became famous not for the sale of spare parts: it is responsible for a wide network of drug sales, a series of contract killings of Novosibirsk businessmen, and raider takeovers. And somewhere in the background of all this looms the large figure of Viktor Tolokonsky: a governor who could equally control Trunov’s organized crime group, patronize it, or know nothing at all. The Investigative Committee knows which of these theories is closer to the truth. Or he will find out. Sooner or later.

And by the way: where would there be vacancies for vice-mayors in Novosibirsk? The position is no small one, it doesn’t just appear. Here's the thing. Governor resignations will continue. Tolokonsky was among the governors who were left for a number of reasons, but the main one: he was unable to come to an agreement with the elites of the Krasnoyarsk Territory. The point is not in the economic performance indicators of the region, but in how non-conflict the regional political class is formed. And there were big problems with this. The Krasnoyarsk Territory is a rather complex subject of the federation; it is more complex than the Novosibirsk Region in a number of ways: it is not only larger, but also the structure is different, the problems there are completely different, for example, ecology. I think this is not the saddest option for this governor; he now has prospects for some other actions. He is, first of all, a Novosibirsk resident, not a Krasnoyarsk resident, and now we’ll see what his plans are in Novosibirsk. And we will certainly wait for the next resignations, and they will come.

Vladimir Gorodetsky was also included in the blacklist of governors published by the federal media. Can he resign too?

Maybe, any governor can. Now there is a rotation of elites and rejuvenation. And the focus of the presidential administration is now on people who are about 45-50 years old. In 2007, the regional Council extended the powers of Viktor Alexandrovich for a five-year term, which was facilitated by the initiative of Vladimir Putin. At the same time, the court did not take into account the testimony that Tolokonsky gave in the trial, as a witness for the prosecution, stating that “Viktor Tolokonsky was recognized as an interested person.” Thus, the judge actually took into account the state prosecution’s request to exclude Tolokonsky’s testimony from the case, since it “whitewashed the defendants.”

“The fact that witness Tolokonsky denies the fact that Alexander Naumovich Solodkin contacted him to resolve issues related to the activities of Trunov’s criminal community does not indicate that there were no such requests,” the judge said, as quoted by TASS.

She also noted that, according to Solodkin and Tolokonsky themselves, close friendly relations had developed between them. “Witness Tolokonsky did not hide his interest in the results of the consideration of this criminal case. The court believes that witness Tolokonsky is an interested party in the case, therefore his testimony in the case is not taken into account when deciding the verdict,” the judge said and rejected the political and ordered nature of this criminal case.

Tolokonsky appeared as a witness in the Novosibirsk court on November 17, 2014. He then stated that he had known Solodkin Sr. since the 1970s and had never used his relationship with him for personal gain. “He is my friend, a comrade in life,” Tolokonsky said then and emphasized that the defendant justified his trust when he worked in the field of sports in the region and worked effectively in his post, while his appointment was not based on considerations of friendship , but organizational skills.

One way or another, the court has already established the guilt of all the defendants in participation in the criminal gang of Alexander Trunov, fraud using their official position, Alexander Solokin Sr. in the attempt on the life of local businessman Frunzik Khachatryan, as well as in the theft of budget funds. Alexander Solodkin Jr. was found guilty of inciting the arson of Khachatryan’s cars.

In the Krasnoyarsk Territory, criminal cases are regularly initiated against high-ranking officials from his circle. This opinion was expressed in an interview with RIA “New Day” by the famous political scientist, head of the Political Expert Group Konstantin Kalachev.

According to him, the problems for the head of the Krasnoyarsk Territory will certainly increase: if the scandalous information about the sponsorship of the Communist Party elections by the Tolokonsky-controlled KrasEco company is confirmed, his gubernatorial prospects could be buried.

A high-ranking friend of the Trunovskaya organized crime group

In Novosibirsk, the announcement of the verdict in the high-profile case of once major officials - ex-adviser to the governor of the Novosibirsk region Alexander Solodkin Sr., former vice-mayor of Novosibirsk Alexander Solodkin Jr. and former deputy head of the Federal Drug Control Service for the Novosibirsk Region Andrey Andreev - is coming to an end. They have already been found guilty of participating in the “Trunov” organized criminal group of Alexander Trunov, who was previously sentenced to 22 years in prison and found guilty of murder, extortion and a number of other particularly serious crimes. The judge agreed with the prosecution that the Solodkins had been part of the “economic” bloc of the Trunovsky gang since 1995 and were responsible for cooperation with government officials. The scandalous nature of the accusations and the case itself is emphasized by the fact that during the judicial investigation the names of major officials were repeatedly heard, among whom the figure of the current Krasnoyarsk governor Viktor Tolokonsky, who previously served as head of the Novosibirsk region and presidential envoy to the Siberian Federal District, deserves special attention. It is very significant that Tolokonsky appeared in the case as a friend of Solodkin Sr., and did not deny this. Testifying in court, he characterized the ex-officials positively.

“I have known Alexander Naumovich Solodkin since 1970, and he is my friend and lifelong companion, and since that time we have always maintained close friendly relations. I know Alexander Alexandrovich Solodkin, as I know the whole family of Alexander Naumovich. We know the boy from an early age, from kindergarten, as the son of our friends. There were no conflicts [with the Solodkins],” Tolokonsky stated in court during the hearing of the “Solodkins case.”

Commenting on this situation, Konstantin Kalachev noted that the Solodkins issue will repeatedly hit the current Krasnoyarsk governor. “This story of the Solodkin family, of course, creates serious reputational problems for Tolokonsky and can be turned against him,” the political scientist said.

Kalachev noticed that the relationship between Tolokonsky and the Slodkins was so close and intimate that Solodkin Sr.’s brother Yuri even dedicated poetry to him. “Dragging a cart is a horse’s lot / God give you strength, Tolokonsky” - these are lines in honor of Tolokonsky when he was the mayor of Novosibirsk. When he became governor, Solodkin dedicated another poem to Tolokonsky: “To the stars - through thorns - Remember the words. You are the head of everything in the province today. “It seems that we have reached thorns that will torment Tolokonsky,” Kalachev said.

The political scientist noted that there are many interesting facts hidden in the relationship between Tolokonsky and the Solodkins. “They have known each other since the 70s. This is a close and strong friendship - Tolokonsky (during his governorship in the Novosibirsk region) dragged Solodkin along with him in every possible way when he became the head of sports in the Novosibirsk region. The connections are completely obvious and so strong that there is even evidence that in 1999, when Tolokonsky ran for governor of the Novosibirsk region, a local organized crime group was involved in protecting his headquarters - not without the participation and mediation of Mr. Solodkin,” Kalachev noted. This information was confirmed during the judicial investigation, including in the episode with wiretapping of the campaign headquarters of Tolokonsky’s opponents during the gubernatorial elections. There was also information that criminal circles were not only sponsors of the basketball club headed by Solodkin, but also organized security for the premises where Tolokonsky’s election headquarters was located.

“This also says a lot - these are real partnerships,” Kalachev stated.

In his assessment, such relations cannot go unnoticed and, naturally, will be turned against Tolokonsky, since the careers of Solodkin Sr. and especially Solodkin Jr. are directly related to Tolokonsky’s patronage.

As the expert noted, Tolokonsky can say that he knew nothing about the criminal activities of the Solodkins, but this is very doubtful given their close ties and the nature of the relationship. It is obvious that the activities of Solodkin Sr. took place in front of the current Krasnoyarsk governor, and some of the accusations are related to the period when he worked directly for Tolokonsky.

"KrasEco"

Kalachev noticed that Tolokonsky, even without the “Slodkin case,” had noticeably lost his position. “I think Tolokonsky has big problems. He has not completely become one of the Krasnoyarsk elites - he is in many ways a man from the past, a man who has achieved a lot, an influential man, he was the presidential envoy, the governor of the Novosibirsk region. But now, as the Krasnoyarsk governor, he occupies far from the highest positions in the ForGGO ranking. I think in this case the rating quite adequately reflects the situation,” the political scientist noted.

According to him, the problem for Tolokonsky will be that, while remaining the governor of the Krasnoyarsk Territory, he continues to consider himself the master of Siberia and tries to interfere in certain processes in Siberia. “Tolokonsky continues to consider himself a big boss and continues to play in all fields at once,” the expert said.

Kalachev drew attention to the fact that Tolokonsky has very good relations with the leader of the Communist Party of the Russian Federation Gennady Zyuganov, but now this can greatly harm him, since the Communist Party was used to achieve the political goals necessary for Tolokonsky, as was the case with Novosibirsk, where a system of containment of counterbalances and confrontation was artificially created mayor and governor. “I think all this creates serious problems for Tolokonsky in the future. I would think that he is unlikely to get another term as governor,” Kalachev said.

At the same time, a major scandal with the Krasnoyarsk regional energy company - KrasEko - could play against Tolokonsky if its financing of the Irkutsk gubernatorial elections is confirmed. “The question is what the relevant checks will show. If KrasEko participated in financing the campaign of Sergei Levchenko, if this was done on Tolokonsky’s instructions, then this, of course, is a big scandal. This policy has a business connotation - the new Irkutsk governor will probably be obliged to do something and will have to provide some services. The story is serious, it may even lead to the initiation of a case,” Kalachev suggested.

According to him, corruption scandals around KREK (now renamed Kraseko), as some believe, cost Lev Kuznetsov his chair. And now the activities of this company, along with other compelling reasons, may cause the resignation of his successor.

“In any case, it is absolutely clear that this figure is leaving, this is a figure from the past. He was formed as a politician even before Vladimir Putin became president. Now we are on a course to update the political elite - reputational impeccability is one of the requirements. It is obvious that Tolokonsky’s problems will grow,” concluded Kalachev.

Economic development for an elite car and 14 million rubles

The Main Investigation Department of the Investigative Committee of the Russian Federation for the Krasnoyarsk Territory reported that a criminal case had been opened against the Deputy Minister of Economic Development, Investment Policy and External Relations of the Krasnoyarsk Territory, Nadezhda Marshalkina. She is suspected of committing a crime under Part 6 of Article 290 (taking a bribe on an especially large scale) of the Criminal Code of the Russian Federation.

According to a preliminary version, in 2013, the suspect, holding the position of director of the KSKU “Directorate for the Integrated Development of the Lower Angara Region,” received from one of the founders of the legal entity, who was on friendly terms with her, a bribe in an especially large amount for organizing the conclusion and signing of government contracts between the directorate and a legal entity.

“In the process of discussing the subject of the bribe, an agreement was reached that the suspect would be given a Mercedes-Benz ML 350 (2013 model), as well as 14 million rubles, which would be transferred to the bank account of the organization where she and her husband were founders. All terms of the deal were fulfilled,” the investigative agency said in a statement.

Currently, the Mercedes-Benz ML 350 car has been seized, and investigators are establishing all the circumstances of the crime. The department clarified that the investigation will petition the court to arrest the suspect.

As the Krasnoyarsk press notes, the “Directorate for the Integrated Development of the Lower Angara Region” was previously involved in a corruption scandal. Then Marshalkina’s predecessor was accused of exceeding official authority and illegally concluding an agreement in the amount of 49 million rubles. It was after this that the income declaration of the new deputy minister attracted media attention. With a relatively small income - 445 thousand rubles a year - she is the owner of several cars. At the same time, Marshalkina’s husband, who officially earns even less, owns an apartment, two residential buildings and two foreign cars.

Regional Minister of Natural Resources removed from office

The recent criminal case against the Minister of Natural Resources and Ecology of the Krasnoyarsk Territory, Elena Vavilova, was also continued. The day before it became known that the Central District Court of Krasnoyarsk suspended her powers as minister. The official, who became a defendant in the criminal case, is suspected by investigators of exceeding her official powers in the distribution of forest plots. A criminal case against Vavilova was initiated in early September. This amounts to more than 17% of the annual timber harvest of all enterprises of the region. In September, the FAS recognized a number of agreements concluded in 2013-2015 between the Ministry of Natural Resources and Krasnoyarskles as violating the Law on Protection of Competition. It is worth noting that Tolokonsky’s loss of position in the Krasnoyarsk Territory was previously noted by his political opponents. In an interview with RIA Novy Den, the head of the Patriots of Russia faction in the Krasnoyarsk City Council, Ivan Serebryakov, noted that criminal cases have been opened against 8 out of 10 ministers of the regional government, which he inherited from the time of the leadership of the region by Alexander Khloponin and Lev Kuznetsov.
