In 1989, Feltsman received the title of People's Artist of the RSFSR.

Rem Vyakhirev was born in the village of Bolshaya Chernigovka, Kuibyshev region, and was the eldest child in a family of rural teachers. After graduating from school, he entered the oil faculty of the Kuibyshev Industrial Institute, from which he graduated in 1956 with a degree in oil and gas field development. He worked for the Kuibyshevneft association for fifteen years. In 1971, he was appointed head of the Orenburggazdobycha department.

In 1973, Vyakhirev met Viktor Chernomyrdin, and in 1976 he became the head of Orenburggazdobycha. From 1983 to 1985, Vyakhirev served as Deputy Minister of the Gas Industry of the USSR, at the same time, on the initiative of Chernomyrdin, the Gazprom company was created.
