Statistical reporting can relate to all areas of activity and indicators in the organization, for example, the number of its employees and their professions. Form 1-T prof must be sent to Rosstat on November 28 (note that the form has been updated).

This report must be sent to the statistics body once every 2 years by all legal entities that have more than 5 employees on average. All small businesses, as well as some other organizations, are exempt from renting. So, statistics do not wait for a report from:

  • legal entities conducting financial and insurance activities,
  • public organizations,
  • extraterritorial organizations,
  • legal entities and institutions that deal public administration,
  • organizations and institutions ensuring military security.

All others can become respondents to this report, provided that they are included by Rosstat in the plan for a scientifically based sample of reporting units for the current year.

Who must submit Form 1-T (prof) in 2019

Only those organizations that were included by Rosstat in the statistical observation sample are required to submit the 1 T professional reporting form to statistics. You can check this on the statistics website by entering your data into the request form that is posted there. To do this, you can use your INN or OKPO. As for this report, according to Rosstat, approximately 68 thousand respondents should complete it in 2019. You can download the 2019 form of this statistical form directly on the website of the statistics authority or in the appendix to the article.

All business entities included in the sample for 2019 must be notified by Rosstat authorities about this through any available means of communication. As a rule, this is normal or Email. If a legal entity has separate divisions (SU), then it must submit this report, both for the entire organization as a whole and for each division (branch) separately. These forms should be submitted to the statistics departments at the location of each OP.

Form 1-T (prof) must be completed as of October 31, 2019. It must be sent to the territorial bodies of Rosstat no later than November 28. It should contain data on the number of employees of the organization, as well as its need for employees by professional groups.

How to fill out form 1-T prof

The form 1-T prof is quite simple. It consists of title page and one section, which is a table with groups of professions and their names. The first step is to fill out the title page, which contains quite a bit of information. So, you need to indicate in it:

  • full and short name legal entity;
  • address of the legal entity, in which it is mandatory to indicate the region and postal code of the organization. If the legal address does not coincide with the actual one, then the latter should be indicated on the title page;
  • accounting code OPKO assigned by Rosstat.

In the 1st section of the table, you should indicate the number of employees of the respondent company. All data must be broken down by positions and professions of employees. In addition, you need to indicate the organization’s need for employees to fill vacant positions.

Who should be included in the report

When filling out headcount indicators, it is necessary to separately take into account all citizens who work on the basis of both open-ended employment contracts, as well as those who perform temporary or seasonal work.

If the founders of the legal entity are themselves employed and receive wages, they must be specified separately.

Employees registered with an organization for a part-time or weekly basis should be taken into account in 1-T professional general principles, as whole units.

If the same employee occupies two positions at once, i.e. is an internal part-time worker, then he must be included in the report on only one line, which indicates his main profession.

Who doesn't need to be included

It should be noted that, in accordance with Rosstat’s instructions on how to fill out the 1-T prof report, the following categories do not need to be included in the payroll number of employees:

  • employees who are external part-time workers;
  • persons with whom civil law agreements (GPC) have been concluded;
  • women who are on maternity or child care leave;
  • military personnel called up for service.

In order to send the 1-T professional reporting form to statistics without errors, you should use the All-Russian Classifier of Occupations - OKZ (OK 010-2014 (MSKZ-08), approved by order of Rosstandart dated December 12, 2014 N 2020-st. This document contains all data on professions, specialties and positions similar to those contained in the report.

Form 1-T prof: filling rules

Step 1. Fill in the information on the title page as indicated above.

Step 2. We find out how to distribute workers into occupational groups and which codes to choose, using the reference book posted on the website of the Statistics Service (it contains 9 sheets, which means 9 main occupational groups, each sheet contains a list of occupations of the OKZ).   • for a legal entity - from 20 thousand to 70 thousand rubles;
  • for officials - from 10 thousand to 20 thousand rubles.

For providing false information and errors in 1-T professional, the penalties are similar. Let us remind you that the period during which an organization can be punished for errors is two months from the day following the date of submission of reports indicated on the form.

About 68 thousand medium and large organizations - this is how many fell under the selective observation of Rosstat - will have to report on the number of employees by professional groups according to (the current form was approved by Rosstat order dated 07/05/16 No. 325). When will enterprises be able to find out whether they are included in this statistical sample? From what date can the report be submitted? Is there a penalty for late reporting? The answers to these questions are contained in Rosstat’s letter dated October 10, 2016 No. 04-04-4/132-SMI.

Who will be included in the sample?

According to the order of presentation of the statistical reporting form, form 1-T (professional) is submitted only by average and large organizations. And not all, but only those who were included in Rosstat’s sample (clause 1 of the Instructions for filling out the form, approved by Rosstat order dated July 23, 2014 No. 486). As mentioned above, in total, about 68 thousand organizations will be inspected in 2016.

Rosstat divisions will have to inform organizations that they are in the sample. Such information may be sent by mail, fax or in electronic format. At the same time, Rosstat specialists fear that due to the short deadlines for conducting statistical observations, they simply will not have time to notify all respondents of the need to submit reports. Therefore, for reliability, officials advise checking the relevant information on the website statreg.gks.ru. The list of organizations in respect of which a sample study is being conducted, according to Rosstat specialists, will be published after October 25.

When to submit a report

The authors of the commented letter remind you that form 1-T (professional) is filled out as of October 31 and submitted by November 28. Accordingly, the organization can submit a report to the territorial statistics body from November 1 to November 28, 2016 inclusive.

Penalties for late submission of reports

Officials also warned that for submitting reports late (including form No. 1-T (prof), the violator faces an administrative fine provided for in Article 13.19 of the Code of Administrative Offenses of the Russian Federation. Such a fine will be:

  • for organizations - from 20,000 to 70,000 rubles, and for repeated violations - from 100,000 to 150,000 rubles;
  • for officials of organizations - from 10,000 to 20,000 rubles, and for repeated violations - from 30,000 to 50,000 rubles. (Recall that according to Article 4.6 of the Code of Administrative Offenses of the Russian Federation, a violation committed within one year from the date of prosecution for a previous similar violation is considered repeated).

If a legal entity that is included in the statistical sample does not submit this reporting form to Rosstat in a timely manner, then due to the requirements Article 13.19 of the Code of Administrative Offenses of the Russian Federation, it itself and its officials will be brought to administrative responsibility. The fine in this case may be:

We fill out and submit statistical form No. P-4: Information on the number and wages of employees

Information on the number and wages of employees is reflected in form No. P-4. The form is given in Appendix 11 to Rosstat Order No. 580 dated September 24, 2014.

Who submits form No. P-4

Form No. P-4 must be submitted by all companies except small enterprises. This is stated in the Instructions for filling out the report, approved by orders of Rosstat:

  • dated October 28, 2013 No. 428 (hereinafter referred to as Instructions No. 428);
  • dated September 24, 2014 No. 580 (hereinafter referred to as Instructions No. 580).

Both documents must be used; they complement each other.

The revenue indicator for small businesses has changed

Currently, small enterprises include companies whose sales revenue excluding VAT for 2014 is no more than 800 million rubles. (clause 3, part 1, article 4 Federal Law dated July 24, 2007 No. 209-FZ, clause 1 of the Decree of the Government of the Russian Federation dated July 13, 2015 No. 702).

The new revenue indicator applies from July 25, 2015. Before the changes came into force, the revenue limit was RUB 400 million.

How often do you need to submit form No. P-4?

The frequency of submission of the report in Form No. P-4 depends on the average number of employees of the company for the previous year. In 2015 - from the average number of employees for 2014 (see table below). This follows from paragraph 76.1 of Instructions No. 428.

How to calculate the average number of employees

The procedure for calculating the average number of employees is given in paragraphs 77-83 of Instructions No. 428. It is used when calculating the average number of employees for many reporting forms, including the PFR form RSV-1.

The average number of employees is:

  • from the average number of payroll employees;
  • average number of external part-time workers;

Instead of form No. P-4, form No. 1-T

If the average number of employees for 2014 does not exceed 15 people, you report quarterly. No later than October 15, 2015, you need to submit information for the third quarter of 2015 to Rosstat.

At the same time, the territorial branch of Rosstat may establish a different procedure for you to submit information about wages and the number of employees - once a year. In this case, you will need to fill out a report in Form No. 1-T “Information on the number and wages of employees.” It was approved by Rosstat order No. 580 dated September 24, 2014 (Appendix No. 1). The form is submitted to Rosstat upon completion calendar year- until January 20.

Composition of the report

Form No. P-4 consists of a title page and one table.

In the first part of the table(columns up to and including the 4th) reflect the average number of employees for the reporting period (month or quarter) for each type of company activity. In columns 1-4 indicate the number (sample below):

  • payroll employees (without external part-time workers);
  • external part-time workers;
  • performers under civil contracts.

In the second part of the table(columns 5-11) you need to show:

  • wage fund for the specified categories of employees;
  • the amount of social payments;
  • number of man-hours worked.

Nuances of filling out form No. P-4

The procedure for filling out the form is simple, but has some peculiarities.

Which companies must submit Form No. 1-T (prof) to Rosstat no later than November 28, 2016

Let's look at some of them.

OKVED code

The OKVED code is indicated in column B. It must be taken from Appendix No. 4 to Instructions No. 428. In this appendix, Rosstat provides codes from the All-Russian Classifier of Species economic activity OK 029-2007 (OKVED).

Composition of the wage fund

Form No. P-4 shows the amounts accrued for the reporting period (sample above). They need to be taken from the documents used to calculate salaries and bonuses. It doesn't matter:

  • sources of financing;
  • procedure for withholding personal income tax;
  • actual payment dates.

Amounts of accrued remuneration to members of the board of directors joint stock company, founders are not taken into account in the payroll. They also do not apply to social payments.

Benefits and compensation in connection with parental leave in the amount of 50 rubles.

There is no need to include in the “Accrued Salary Fund” column (clause 91 of Instructions No. 428):

  • insurance premiums;
  • temporary disability benefits;
  • maternity benefits;
  • lump sum benefit for the birth of a child;
  • monthly child care allowance.

Also, in this column there is no need to show a compensation payment of 50 rubles. It is paid at the expense of the employer to employees on maternity leave for up to three years (subparagraph “b”, paragraph 91 of Instructions No. 428).

Negative values ​​of salary indicators

Instructions No. 428 do not provide for filling out a form with negative values. Negative values may arise when, for example, an external part-time worker gets sick on vacation and vacation pay is reversed.

In this case, the company needs to submit an amended report for the previous month. In the report, show the amounts minus the amounts for unused vacation. And in cover letter To the report, describe the situation that the employee has incurred a debt due to illness while on vacation.

The current report should indicate the amount actually accrued to the employee without taking into account the debt for the previous month.
There was no payroll - empty columns

If the company did not pay wages and other payments during the reporting period, then it submits information in Form No. P-4 without filling out this data (clause 76.3 of Instructions No. 428 and clause 9 of Instructions No. 580).

How to send form No. P-4 to Rosstat

Your company can submit completed Form No. P-4 to the territorial office of Rosstat in one of three ways:

  • hand over to the department specialist personally or through a representative;
  • send by mail with a list of attachments;
  • using the Internet using electronic signature and information security tools or through specialized telecom operators.

The date of submission of the form will be:

  • date of actual transfer of the form to the Rosstat office;
  • departure date postal item with a description of the attachment;
  • date of dispatch using the Internet.

In the first method of submitting Form No. P-4, at the request of the person submitting the report, the Rosstat representative puts a mark on its acceptance and the date of submission. With the second method, the sender will have a receipt from the post office. In the third case, the sender will be sent a receipt of receipt of the form in electronic form (clauses 10-12 of the Regulations approved by Decree of the Government of the Russian Federation dated August 18, 2008 No. 620).

What liability does a company face for failure to submit Form No. P-4?

If your company violates the procedure for submitting Form No. P-4 or provides false information, it may be held liable as established in Article 13.19 of the Code of Administrative Offenses of the Russian Federation and Article 3 of Law of the Russian Federation dated May 13, 1992 No. 2761-1.

She may face an administrative fine in the amount of 3,000 to 5,000 rubles.

It is possible that the fine will be significantly increased in the near future. The State Duma is considering bill No. 827806-6, which proposes to set its amount for a company in the range from 20,000 to 70,000 rubles, and for repeated violations - from 100,000 to 150,000 rubles.

1. State statistical reporting in form 1-t (time fund) “Report on the use of the calendar time fund” (hereinafter referred to as the report):

1.1. present:

legal entities - commercial organizations, separate divisions of legal entities with a separate balance sheet, the main activity of which is:

agriculture (without providing services in this area);

logging;

fishing, fish farming (without providing services in this area);

mining industry;

manufacturing industry (except for publishing, copying of sound recordings);

production and distribution of electricity, gas and water;

construction;

transport and communications (except for storage and warehousing activities, tourism activities):

1.1.1. not being small businesses;

1.1.2. small business entities - small organizations subordinate (part of) state bodies (organizations), as well as organizations whose shares (shares in authorized funds) are in state ownership and transferred to the management of state bodies (organizations), and unitary units created by these organizations enterprises;

1.2. do not represent:

consumer cooperatives;

owners' associations;

representative offices of foreign organizations.

2. Legal entities, separate divisions of legal entities that have a separate balance sheet, submit a report at their location, including data on the divisions included in their structure located on the same territory (regional district, city of regional subordination, Minsk city).

Legal entities, separate divisions of legal entities that have a separate balance sheet, in the structure of which there are divisions located in another territory, draw up a report on each of them and submit it to the state statistics body at the location of these structural divisions (or the structural divisions themselves authorized to do so in in accordance with the established procedure, at its location).

3. When filling out the report, you should be guided by the Instructions for filling out statistical indicators on labor in state statistical observation forms, approved by Resolution of the Ministry of Statistics and Analysis of the Republic of Belarus dated July 29, 2008 N 92 (National Register of Legal Acts of the Republic of Belarus, 2008, N 222 , 8/19374).

4. Data on the use of the calendar fund of time are reflected for employees included in the average number of employees, as well as for employees who did not show up for work due to temporary disability or care for the sick; those on unpaid leave (except for those on unpaid leave due to training); who were under investigation until the court's verdict.

5. The number of man-days worked reflects data on man-days actually worked by the organization’s employees, including those who worked part-time or part-time; man-days worked as overtime on public holidays, public holidays (non-working days) and weekends in excess monthly norm(outside the schedule), as well as man-days worked on the subbotnik.

For employees who worked part-time, only days of actual work are included in the number of person-days worked.

6. Line 03 reflects data on general days off and second days off for a five-day working week, public holidays and public holidays (non-working days) (Articles 136 and 147 Labor Code The Republic of Belarus).

7. Line 04 reflects data on person-days of absence due to temporary disability; labor and paid leaves in connection with training, including days off falling during the period of these leaves; other absences permitted by law.

The number of person-days of temporary disability includes calendar days during the period of illness, issued by certificates of incapacity for work.

8. Line 05 reflects data on lost working time, the reasons for which are listed on lines 06 to 12 of the report. Unworked time during the reporting period is reflected only by days of possible actual work (excluding labor and other vacations, days of absence due to illness, public holidays, holidays (non-working days) and weekends, and so on). Data on lost working time due to intra-shift downtime is reflected separately.

9. The number of man-days of absenteeism and other absences due to violations of labor discipline (line 09) reflects data on: man-days of absenteeism of workers who did not show up for work or were absent from work without good reason more than three hours during the working day (continuously or cumulatively); man-days of employees not allowed by the employer to work due to appearing at work in a state of alcohol, drug or toxic intoxication, suspended from work due to drinking alcohol, using narcotic or toxic drugs during working hours or at the place of work more than three hours before the end work; man-days of absence of workers who were subjected to administrative arrest for administrative offenses, as well as those who were in a medical sobering-up station.

10. The number of employees who committed absenteeism and other violations of labor discipline (hereinafter referred to as absenteeism) (line 20) reflects data on employees who did not show up for work without a good reason for the entire working day or were absent from work without a good reason for more than three hours. during the working day (continuously or cumulatively); data on employees who were not allowed by the employer to work due to appearing at work in a state of alcohol, drug or toxic intoxication, suspended from work due to drinking alcohol, using narcotic or toxic drugs during working hours or at the place of work, if this happened for more than three hours before the end of work; data on employees who served a sentence of administrative arrest for administrative offense, as well as those in the medical sobering station.

When calculating the number of employees who committed absenteeism, it is necessary to keep in mind that if the same employee had more than one absenteeism during the reporting year, then data about this employee is reflected in the report only once, regardless of the number of absenteeisms.

11. Line 22 reflects data on the sum of all cases that occurred in the reporting period, regardless of whether this case occurred at the beginning, during or at the end of the working day. If these cases occurred more than three hours before the end of work, then data on them is reflected both on lines 21 and on lines 22, and data on the associated loss of working time - on line 09, on the number of violators - on line 20 .

Data on cases of removal of an employee from work due to his appearance in a state of alcoholic intoxication, drinking alcoholic beverages, using narcotic or toxic substances during working hours or at the place of work three or less hours before the end of work are reflected in the report only on line 22.

If several people simultaneously participated in drinking alcoholic beverages, using narcotic or toxic substances during working hours or at the place of work, then the report reflects data on the number of cases equal to the entire number of employees who drank alcoholic beverages together during working hours or at the place of work.

12. The average number of employees (line 24) is checked as follows:

the number of man-days of attendance and absence from work (line 01), divided by the number of calendar days in the reporting period, must be equal to or close in value to the average number of employees;

the number of man-days of attendance and absence from work (line 01), divided by the average number of employees (line 24), must be equal to the number of calendar days in the reporting period.

When drawing up a report, it is allowed to fill in line 24 with one decimal place.

Note. The terminology used in these Guidelines is used to complete the report only.

Information in Form N 1-T (prof) is provided by legal entities (except for small businesses) determined as a result of a scientifically based sample of reporting units.

If a legal entity has separate divisions, this form is filled out both for each separate division and for a legal entity without these separate divisions.

The completed forms are submitted to the territorial bodies of Rosstat both at the location of the corresponding separate division and at the location of the legal entity.

The head of a legal entity appoints officials authorized to provide statistical information on behalf of a legal entity.

The federal statistical observation form is also provided by branches, representative offices and divisions of foreign organizations operating on the territory of the Russian Federation in the manner established for legal entities.

The address part of the form indicates the full name of the reporting organization in accordance with the constituent documents registered in the prescribed manner, then the short name in brackets. The form containing information on a separate division of a legal entity indicates the name of the separate division and the legal entity to which it belongs.

In the line "Postal address" the name of the subject of the Russian Federation, the legal address with a postal code are indicated; if the actual address does not coincide with the legal address, then the actual location of the respondent (postal address) is indicated. For separate divisions that do not have a legal address, a postal address with a postal code is indicated.

In the code part, the code of the All-Russian Classifier of Enterprises and Organizations (OKPO) must be entered on the basis of the Notification of assignment of the OKPO code sent (issued) to organizations by territorial bodies of state statistics.

In the case of delegation of authority to provide statistical reporting on behalf of a legal entity to a separate division, a separate division in the code part of the form indicates the OKPO code (for a branch) or identification number (for a separate division that does not have the status of a branch), which is established by the territorial body of Rosstat at the location separate division.

2. In column 4 of section 1, the payroll number of employees includes wage-earners who worked under an employment contract and performed permanent, temporary or seasonal work, as well as working owners of organizations who received wages in this organization.

Workers registered in accordance with employment contract for part-time work are taken into account in the payroll as whole units. Employees who combine several professions in an organization are counted only once for their main profession.

The following employees are not included:

  • hired part-time from other organizations;
  • those who performed work under construction contracts and other civil contracts;
  • women who were on maternity leave or child care leave;
  • military personnel in the performance of military service duties.

3. When distributing workers into professional groups (occupations), one should be guided by All-Russian classifier classes (OKZ), put into effect by the Order Federal agency on technical regulation and metrology dated December 12, 2014 N 2020-Art.

To correctly distribute employees of organizations into professional groups, you should use the Directory of distribution of employees into subgroups and groups of OKZ, which is posted on the Rosstat website on the Internet information and telecommunications network: www.gks.ru in the section Information for respondents/Federal state statistical observation forms/ Album of federal statistical observation forms, the collection and processing of data on which is carried out in the system of the Federal State Statistics Service, for 2016/20. Labor market/form N 1-T (professional). The directory is developed in Excel format and contains 9 sheets, each of which corresponds to one of the main groups. In accordance with the survey program in main groups from 2 to 5, a list of occupations is provided for initial groups in 1, 6, 7 and 8 main groups - in small groups, and in main group 9 "Unskilled workers" - in subgroups. For each occupational group of OKZ, a list of professions included in this group is provided.

4. Column 5 indicates the organization’s need for workers to fill existing vacant jobs, distributed by professional groups. A half-staff vacancy (0.5) is counted as a whole unit.

Vacant jobs include those vacated in the event of employee dismissal, maternity leave or child care leave, as well as newly created jobs for which it is planned to hire employees within 30 days after the reporting period. In case vacancies are filled internal part-timers and the organization is not taking active steps to find workers, then this need for workers should not be reflected in form N 1-T (professional).

5. The distribution of enterprises’ needs for workers by professional groups is carried out similarly to the distribution of payroll (see clause 3).
