POSITION

I. General provisions

1. This Regulation, developed in accordance with the Labor Code of the Russian Federation, other federal laws and other regulatory legal acts of the Russian Federation, the regulatory documents of Russian Railways, the collective agreement of Russian Railways, determines the status, obligations of a young specialist, guarantees, compensation and obligations of Russian Railways in relation to a young specialist.

2. These Regulations apply to young specialists of the subdivisions of the management apparatus of Russian Railways, its branches and structural subdivisions (hereinafter referred to as subdivisions of Russian Railways).

3. The application of these Regulations in relation to young specialists of subsidiaries and affiliates of Russian Railways is carried out in accordance with the Procedure for organizing personnel management in the Russian Railways holding.

II. young specialist status

4. Young professionals include graduates of educational institutions of higher and secondary vocational education full-time education under the age of thirty, hired by Russian Railways for the first time after graduation from an educational organization (hereinafter referred to as graduates):

within three months after graduation from an educational organization on the basis of an agreement on targeted training of a specialist;

within three months after graduation on the basis of a referral to work issued by an educational organization at the request of a division of Russian Railways;

other graduates hired by Russian Railways in the year of graduation from an educational organization in the field of education, taking into account the needs of a subdivision of Russian Railways in this specialty.

5. Graduates are hired by Russian Railways taking into account the level of education, specialty and educational qualifications in accordance with the regulations that establish requirements for the level of education, specialty and qualifications for positions in
OJSC Russian Railways.

6. Status of a young specialist - a set of rights and obligations that arise for a graduate from the date of conclusion of an employment contract with Russian Railways.

The status of a young specialist is valid for three years, but not more than the age of thirty years.

In case of transfer of a young specialist with the consent of the personnel management department from one division of Russian Railways to another, this status is retained for him, and its validity period is not interrupted.

If a graduate, after training on the basis of an agreement on targeted training of a specialist, was not able to find a job due to conscription for military service in the Armed Forces of the Russian Federation, other troops, military formations and bodies, then the status of a young specialist is assigned subject to employment at Russian Railways for two months after the end of military service on conscription.

Carrying out labor activity in Russian Railways during the period of study in educational institutions of higher and secondary vocational education of full-time education cannot be the basis for refusing to assign the status of a young specialist to a graduate after receiving a diploma of higher or secondary vocational education.

7. The status of a young specialist can be extended once, but not more than for three years and up to the age of thirty years, in the event of:

conscription for military service;

referrals to the main place of work for an internship or training with a break from work;

referrals to full-time postgraduate studies for the preparation and defense of a Ph.D. thesis for a period not exceeding three years;

a long, more than three months, period of disability (with the exception of disability due to an injury received at work), including due to pregnancy and childbirth;

granting parental leave until the child reaches the age of three years.

8. The status of a young specialist is lost before its expiration in the event of termination of the employment contract at the initiative of a young specialist or at the initiative of the employer on the grounds provided for by the labor legislation of the Russian Federation, in particular paragraphs 5-8, 11 and 14 of the first part of Article 81 of the Labor Code of the Russian Federation .

9. For persons who have completed their studies in educational institutions of secondary and higher professional education that have state accreditation, and for the first time entering work in their specialty within one year from the date of graduation, in accordance with Article 70 of the Labor Code of the Russian Federation, a test for admission work is not carried out.

10. A young specialist is not subject to certification during the term of the status of a young specialist.

III. Adaptation and professional development of a young specialist

11. For young specialists hired by Russian Railways, for adaptation and acquisition of professional skills, a mentor is appointed and a young specialist's passport is issued by the personnel management unit in the form in accordance with Appendix No. 1.

The goals of maintaining a young specialist's passport are to assess the level of professional development of a young specialist and monitor its change, draw up individual plans for professional adaptation and monitor their implementation, as well as plan a professional career based on the results of the internship and the recommendations of a mentor.

The passport is maintained by a young specialist (if necessary, filled in and certified by employees of the personnel management unit) and stored in the personnel management unit.

12. Control over the level of professional development of a young specialist is carried out on the basis of an assessment by his mentor and the young specialist himself, as well as by instrumental assessment of the level of development of corporate competencies.

The assessment of the level of development of corporate competencies is carried out by employees of the personnel management department using the Russian Railways Business Profile test, as well as by self-assessment using the young specialist’s corporate competencies assessment sheet, filled out annually in accordance with the form in Appendix No. 2.

13. Based on a regular assessment of the level of development of corporate competencies of a young specialist, employees of the personnel management department plan his individual career, taking into account the opinions of the mentor and the youngest specialist.

Career planning provides for a position, as a rule, for at least two years.

14. Six months after the start of work of a young specialist, the mentor and the relevant HR department, based on the assessment of professional and corporate competencies, draw up a plan for his professional development and career.

IV. Obligations of Russian Railways in relation to a young specialist

15. Russian Railways, recognizing the important role of young professionals in its activities, assumes the following obligations:

a) provide a young specialist with a position in accordance with the specialty and qualifications received by him in an educational organization, as well as the requirements of the qualification characteristics of the positions of managers and specialists. The use of a young specialist in a working position is allowed on an exceptional basis, if necessary, for a period not exceeding 12 months;

b) create conditions for professional and social adaptation of young professionals;

c) plan the career of a young specialist, taking into account the level of development of his professional and corporate competencies and the informed opinion of his mentor;

d) send a young specialist for training in order to deepen his knowledge, taking into account the level of development of his professional and corporate competencies;

e) to provide, if there are grounds, corporate support for the improvement of living conditions;

f) create conditions for physical education and physical development of young professionals, for them to lead a healthy lifestyle;

g) to form a civic-patriotic position among young specialists, a respectful attitude towards veterans, traditions and culture of railway transport;

h) apply an individual approach in working with young professionals, ensuring the fullest use and development of their creative, innovative and scientific potential.

V. Guarantees and compensations provided to a young specialist

16. A young specialist is provided with guarantees and compensations in accordance with the labor legislation of the Russian Federation, the collective agreement of Russian Railways, regulatory documents
Russian Railways JSC, the target program “Youth of Russian Railways JSC” and these Regulations.

17. After being hired, a young specialist is paid a one-time allowance in the amount of a monthly official salary (monthly tariff rate). Payment is made on the personal application of a young specialist no later than two months from the date of his employment. The right to receive this allowance is retained by a young specialist who has not previously used this right due to any circumstances, during the period of his stay in the status of a young specialist.

18. When sending a young specialist to work related to moving to another area:

a) expenses for the relocation of a young specialist and members of his family, as well as for the transportation of property in the amount of actual expenses confirmed by travel documents (the family members of a young specialist include the wife (husband), children and parents of both spouses who are dependent on him and live with him);

b) expenses for settling in a new place of residence are paid:

in the amount of one official salary and one fourth of the official salary of a young specialist for each moving family member;

in the amount of two official salaries and half of the official salary of a young specialist for each moving family member when moving to the regions of the Far North and equivalent areas;

c) daily allowance is paid for each day of being on the way to the place of work in the amount not less than established by the local regulatory act of the Company

d) paid leave is provided for settling in a new place of residence for up to seven calendar days;

e) the expenses for temporary rental of residential premises (except for the cost of utilities) are reimbursed in the manner and in the amount determined by the regulatory documents of Russian Railways, or specialized housing is provided in the prescribed manner.

The specific amount of reimbursement of expenses associated with moving to another locality, and the conditions for their return in the event of the dismissal of a young specialist, are provided for in an additional agreement to the employment contract.

19. For a young specialist, subject to the conclusion of an additional agreement to the employment contract, providing for his work in the divisions of Russian Railways, located in remote areas with no or undeveloped social infrastructure (hereinafter referred to as sparsely populated areas), for at least 4 years:

a one-time allowance (lifting allowance) is paid for settling in a sparsely populated area in the amount of 250,000 rubles;

a lump-sum payment of remuneration in the amount of 0.5 monthly official salary (monthly tariff rate) is made after the first and second years of work in a sparsely populated area;

for the entire period of work in a sparsely populated area, residential premises of the specialized housing stock of Russian Railways are provided, and in its absence, the right to rent residential premises on the real estate market with reimbursement of part of the rental costs in the amount established by the regulatory documents of Russian Railways;

a monthly allowance in the amount of 50 percent of the minimum wage established by Russian Railways is paid for raising a child aged 3 to 7 years in the absence of preschool educational organizations in a sparsely populated area, and also if the other parent does not work due to lack of offers in the job market.

The list of stations located in remote areas with no or undeveloped social infrastructure is approved by a separate local document.

20. If there are grounds, a young specialist is provided with corporate support for the acquisition of residential premises in the ownership in accordance with the regulatory documents of Russian Railways. A young specialist who, in accordance with the regulations of Russian Railways, has received corporate support for the acquisition (construction) of a residential property in the property, upon the birth of children in his family, is provided with a gratuitous subsidy for repayment of a part of the mortgage loan: at the birth of the first child - in the amount of 10 sq. . meters of the total area of ​​the dwelling, at the birth of a second child - in the amount of the cost of 14 square meters. meters of the total area of ​​the dwelling, at the birth of the third and each subsequent child - in the amount of the cost of 18 square meters. meters of total floor space.

The subsidy is provided to the employee for each child born.

21. A young specialist is paid a monthly fee for the maintenance of his children in preschool educational organizations and general education boarding schools of Russian Railways in the amount of up to 5 percent of the monthly costs of maintaining a pupil in an educational organization of Russian Railways, with reimbursement of expenses up to the full cost at the expense of funds of Russian Railways.

In cases stipulated by the legislation of the Russian Federation, the payment of the relevant tax fees is made by a young specialist.

VI. Responsibilities of a Young Professional

22. During the first six months of work at Russian Railways, a young specialist is obliged to study the Code of Business Ethics of Russian Railways and be guided by the following basic corporate principles of conduct:

making every effort to acquire and develop professional knowledge and skills;

responsible performance of assigned production tasks, compliance with production and labor discipline, accuracy and accuracy in the performance of assigned work;

the desire to master related professions to ensure the optimal organization of labor and production processes;

manifestation of initiative in the search for new technical and organizational solutions aimed at improving the efficiency of Russian Railways.

23. A young specialist is obliged:

comply with the requirements of the labor legislation of the Russian Federation and the internal labor regulations;

show initiative, strive to participate in the development and implementation of rationalization proposals;

study scientific and technical literature, new equipment and modern technologies in order to improve the professional level;

conscientiously perform official duties, eliminate shortcomings in their work;

comply with the moral and ethical standards and requirements of the Code of Business Ethics of Russian Railways.

24. The young specialist returns all funds previously paid in accordance with paragraphs 18-20 of this Regulation:

a) if he did not show up for work or refused to start work without a good reason, determined in accordance with the labor legislation of the Russian Federation;

b) if he, before the end of the term of work provided for by the employment contract, and in the absence of a specific period - before the expiration of one year of work, resigned of his own free will without a good reason;

c) if he was dismissed for actions that, in accordance with the labor legislation of the Russian Federation, were the basis for the termination of the employment contract at the initiative of the employer, with the exception of cases related to the optimization of the number of employees.

A young specialist who did not show up for work or refused to start work for a good reason shall return the money paid to him, minus the expenses incurred for moving him and his family members, as well as for transporting property.

25. In the cases specified in paragraph 8 of this Regulation, a young specialist hired by Russian Railways in accordance with an agreement on targeted training of a specialist shall reimburse the funds paid by Russian Railways to an educational organization for his training, on the terms provided for by the specified contract (in proportion to the time actually worked out within the term of the employment contract).

2. This Regulation is aimed at attracting young specialists to work, securing them in SDCs, expanding the social guarantees provided to them and applies to young specialists of branches and other structural divisions of SDCs.

2. Young specialist status

3. Young professionals include graduates of educational institutions of higher and secondary vocational education (hereinafter referred to as educational institutions) of full-time education at the age of up to thirty years old, hired by subsidiaries and affiliates in the year of graduation in accordance with an agreement on targeted training of a specialist or on the basis of a referral issued by the educational institution in agreement with the SDE.

4. Status of a young specialist - a set of rights and obligations that arise for a graduate of an educational institution from the date of his conclusion with the SDE.

The young specialist status is valid for three years.

5. The status of a young specialist is extended (for up to three years) in the following cases:

Conscription for military service or assignment to an alternative civilian service that replaces it;
referral to an internship or training with a break from production at the main place of work;

Direction to full-time postgraduate study for the preparation and defense of a Ph.D. thesis for a period of not more than three years;
granting parental leave until the child reaches the age of three years.

6. The status of a young specialist before its expiration is lost in the following cases:

Termination of the employment contract at the initiative of a young specialist;
termination of the employment contract at the initiative of the employer for the guilty actions of a young specialist on the grounds provided for by the labor legislation of the Russian Federation;
failure to fulfill the duties of a young specialist established by this regulation.

7. When graduating from educational institutions to the positions of specialists, the SDE is guided by the order of Russian Railways JSC N 136 "On positions and working professions in Russian Railways JSC, replaced by specialists with higher and secondary vocational education."

8. In accordance with Article 70 of the Labor Code of the Russian Federation, a probationary period is not established for a young specialist when hiring.

9. A young specialist is not subject to certification during the validity of the status of a young specialist.

10. A young specialist, in order to acquire the knowledge, practical skills and abilities necessary to perform the duties of a specialist, may undergo an internship as a worker.

11. A young specialist is subject to all the requirements of the labor legislation of the Russian Federation, a branch, another structural subdivision of a SDE.

12. Young professionals should be guided in their work by the following basic principles:

Respect for the traditions of subsidiaries and affiliates, the history of the country's railway transport;
making every effort to acquire and develop professional knowledge and skills;
responsible performance of the assigned production tasks, compliance with production and, accuracy and accuracy in the performance of the assigned work;
the desire to master related professions to ensure the optimal organization of labor and production processes;
manifestation of initiative in the search for new technical and organizational solutions aimed at improving the efficiency of the work of subsidiaries and affiliates;

Participation in development, the ability to interact with other employees and management, solve problems objectively and without conflict, build relationships based on respect for the individual, ensure a favorable climate in the workforce.

3. Responsibilities of SDCs

13. SDCs, recognizing the significant role of young professionals in the Company's activities, assume the following obligations:

A) guarantee the provision of a position to a young specialist in accordance with the specialty and qualifications received by him in an educational institution, as well as the requirements of the qualification characteristics of positions of managers and specialists;
b) create conditions for the production and professional adaptation of young specialists;
c) to promote the development of a business career of a young specialist, taking into account his professional knowledge, business and personal qualities;
d) send a young specialist to seminars, internships, advanced training courses in order to deepen knowledge in the field of management, production, economic and other activities, taking into account his professional level;
e) annually consider and plan the job transfers of a young specialist, taking into account his service characteristics, professional competence and personal qualities;
f) create councils of young specialists of branches and structural subdivisions of subsidiaries and affiliates and organize their work;
g) provide favorable conditions for the participation of young professionals in the mortgage construction and housing program of subsidiaries and affiliates;
h) create conditions conducive to the active participation of young professionals in the socio-economic, social and corporate development of subsidiaries and affiliates;
i) create conditions for physical education and physical development of young professionals to ensure that they maintain a healthy lifestyle;
j) create conditions that ensure the formation of a civil-patriotic position among young specialists, the development of respect for veterans, traditions and culture of railway transport;
k) hold competitions, competitions, scientific and practical conferences, gatherings of young professionals;
l) provide a differentiated approach and individual work with young specialists aimed at the fullest use and development of their creative, innovative and scientific potential, conduct an annual assessment of the compliance of the level of training of young specialists with the needs of subsidiaries and affiliates.

4. Guarantees and compensation provided to a young specialist

14. Young specialists are provided with guarantees and compensations in accordance with the labor legislation of the Russian Federation, collective agreements, regulatory documents of subsidiaries and affiliates and this Regulation.

15. For a young specialist, the length of service giving the right to receive remuneration for long service includes the time of study in higher and secondary specialized educational institutions, if within three months after graduation he started working in a subsidiaries and affiliates.

16. Upon employment, young specialists are paid a one-time allowance in the amount of a monthly official salary (monthly tariff rate).

17. When sending young specialists to work related to moving to another locality (to another locality according to the existing administrative-territorial division):

A) expenses for the relocation of a young specialist and his family members, as well as for the transportation of property in the amount of actual expenses, confirmed by travel documents, are paid. The family members of a young specialist include the wife (husband), as well as the children and parents of both spouses who are dependent on him and live with him;
b) expenses for settling in a new place of residence are paid: in the amount of a monthly official salary (monthly tariff rate) and for each moving family member - in the amount of one fourth of the official salary (monthly tariff rate) of a young specialist. When moving to the regions of the Far North and areas equated to them - in the amount of two official salaries (monthly tariff rates) and for each moving family member - in the amount of half the official salary (monthly tariff rate);
c) daily allowance is paid for each day of travel to the place of work in the amount established by the Government of the Russian Federation for organizations financed from the federal budget;
d) paid leave is provided for settling in a new place of residence for up to seven calendar days;
e) the costs of temporary rental of residential premises (except for the cost of utilities) are reimbursed in the amount determined by the regulatory documents of the SDC.

The specific amounts of reimbursement of expenses associated with moving to another locality, and their return in cases of dismissal of a young specialist, are provided for in an additional agreement to the employment contract.

18. The right to reimbursement of expenses for moving and transportation of property of young specialist's family members is retained for one year from the date of conclusion of an employment contract with the SDE.

19. Young professionals sent to a specific area of ​​work due to production needs in accordance with the concluded employment contract and regulatory documents of SDEs can be provided with corporate support to improve their living conditions: by selling housing on credit with an installment payment at 1 percent per annum and paying the initial a contribution in the amount of 5 percent of the cost of a dwelling or subsidizing part of the costs of paying accrued interest under mortgage loan agreements in the amount of the refinancing rate of the Central Bank of the Russian Federation.

20. Young professionals are charged a monthly fee for the maintenance of children in non-state preschool educational institutions and general boarding schools of the SAC (hereinafter referred to as the educational institution of the SAC) in the amount of 5 percent of the monthly costs of maintaining a pupil in the educational institution of the SAC, with reimbursement of expenses up to the full cost at the expense of funds of subsidiaries and affiliates.

5. Responsibilities of a young specialist

21. A young specialist is obliged:

Comply with the requirements of the labor legislation of the Russian Federation and internal labor regulations;
show creative initiative, participate in the development and implementation of rationalization proposals;
study scientific and technical literature, new equipment and modern technologies in order to improve their professional level;
eliminate identified shortcomings in their work;
show a desire to perform complex and responsible work;
comply with generally accepted moral and ethical standards.

22. The young specialist shall return in full the funds paid to him upon employment in accordance with paragraph 17 and in connection with the relocation in accordance with paragraph 18 of this Regulation in the following cases:

A) if he did not show up for work or refused to start work without a good reason;
b) if he, before the end of the term of work provided for by the employment contract, and in the absence of a specific period - before the expiration of one year of work, resigned of his own free will without good reason or was dismissed for guilty actions, which, in accordance with the legislation of the Russian Federation, were the basis for termination of the employment contract at the initiative of the employer.

A young specialist who did not show up for work or refused to start work for a good reason shall return the funds paid to him, minus the expenses incurred for moving him and his family members, as well as for transporting property.

23. In the cases specified in paragraph 6 of these Regulations, a young specialist hired by a SDC in accordance with an agreement on targeted training shall reimburse the SAC

Young specialists at Russian Railways

Like every company, Russian Railways is trying to secure the necessary number of young employees with the required professional skills and corporate competencies in order to promote the strategic development of the Russian Railways holding who share the values ​​of the Russian Railways brand.

For the Russian Railways holding company (Order of Russian Railways dated 04.05.2008 No. 970r "On approval of the Regulations on a young specialist in Russian Railways"), young professionals include graduates of educational institutions of higher and secondary vocational education full-time education under the age of thirty years employed by Russian Railways (hereinafter referred to as graduates):

after training on the basis of an agreement on targeted training of a specialist - within 3 months after graduation from an educational institution;

· on the basis of a referral to work issued by an educational institution at the request of a division of Russian Railways, within 3 months after graduation;

other graduates in the year of graduation from the educational institution.

The status of a young specialist is a set of rights and obligations that arise for a graduate of an educational institution from the date of conclusion of an employment contract with Russian Railways. The young specialist status is valid for three years.

The status of a young specialist is renewed once (for the period of validity of the reason for the extension, but not more than 3 years, and up to an age not exceeding full thirty years) in the event of:

· conscription for military service;

· referrals for internships or training with a break from production at the main place of work;

· referrals to full-time postgraduate studies for the preparation and defense of a Ph.D. thesis for a period of not more than three years;

Long-term, more than 3 months, being on sick leave, including due to pregnancy and childbirth;

granting parental leave until the child reaches the age of three years.

The status of a young specialist before its expiration is lost in the event of:

termination of the employment contract at the initiative of a young specialist;

termination of the employment contract at the initiative of the employer on the grounds provided for by the labor legislation of the Russian Federation

Graduates are hired by Russian Railways JSC as specialists in accordance with regulations that establish a correspondence between the level of education, specialty and educational qualifications and positions at Russian Railways JSC.

Every year Russian Railways holds competitions, conferences, and implements programs for young professionals aimed at training, attracting, and retaining young professionals.

The New Link competition has been held since 2008 with the aim of involving young people in the process of innovative development of Russian Railways. In total, in 2008-2010, more than 2,500 young employees of branches and structural divisions, subsidiaries and affiliates of Russian Railways took part in the competition , students and graduate students of railway transport universities from all over the country. Project teams of no more than 3 people are allowed to participate in the competition. The project team may include employees of the management apparatus, branches and other structural units.

The Company's youth asset community is actively developing - the Corporate Club "Team 2030". The club stands on three pillars: corporatism, competence, communications. It contributes to the formation of a new corporate culture, creates a single information space, and provides young people with the opportunity to develop corporate and professional competencies. The format of the club allows employees living in different regions, having different education and work experience, to get equal chances to prove themselves. In 2011, within the framework of the Club, a program for young leaders and representatives of the youth reserve "Leaders of Change" was held, in which more than 6,500 young leaders of the Russian Railways holding took part. 111 program participants received a referral to study at the Corporate University of Russian Railways in 2012.

One of the priorities of the corporate youth policy of Russian Railways is the development of international youth cooperation. The Young Professionals program has been implemented since 2010 on the initiative of Vladimir Yakunin, President of JSC Russian Railways, and Dr. Rüdiger Grube, Chairman of the Board of JSC German Railways. The goals of the program are the exchange of experience between young managers and specialists of Russian Railways and German Railways, the strengthening of international youth cooperation and the targeted development of young managers and specialists with an emphasis on international cooperation.

Within the framework of the Program, in 2010, representatives of the youth of JSC "German Railway" took part in the IV annual Gathering of Youth of JSC "Russian Railways", and an internship was organized for employees of JSC "Russian Railways" in Germany. In 2011, a reciprocal internship was held for young managers and specialists of JSC German Railways at the facilities of the Russian Railways holding in Moscow, St. Petersburg and Sochi. In September 2011, the delegation of JSC "German Railways" took part in the international section of the V annual Meeting of Youth of JSC "Russian Railways". As part of the program, a series of meetings were held between trainee participants and members of the board of Russian Railways and German Railways.

For promising young employees who speak foreign languages, the company is actively developing foreign internship programs. Young employees get acquainted with the experience of leading European railway companies, undergo professional training, visit advanced railway facilities, and gain experience in communicating with foreign colleagues.

International youth cooperation is actively developing within the framework of the Working Group of the Council on Railway Transport of the Commonwealth Member States on work with youth.

There is a center for youth projects of Russian Railways (CMP) - a non-profit organization that promotes professional growth, the development of leadership skills, and the production initiative of young employees of Russian Railways.

Tasks of the CMP:

1. assistance in improving the systems of career guidance, training and professional growth of young employees of the company;

2. consultations on the development of a legal framework in the field of youth policy;

3. promotion of labor socialization, adaptation and self-realization of young workers;

4. growth of the prestige of railway professions;

5. Information and analytical activities in the field of corporate youth policy of the company.

For the disclosure and effective use of the personal and professional potential of young people, the development of a system of professional orientation and self-determination, there is a project "Professionalism of the Company's Youth"

Implementation mechanisms:

§ Development of systems of vocational guidance, vocational training at all levels, as well as retraining and advanced training of the Company's employees;

§ Ensuring the accelerated adaptation of young workers in production through the development and improvement of the institution of mentoring;

However, in order to attract young professionals and ensure an effective youth policy, further improvement of activities in this area is necessary:

Obligations of Russian Railways JSC 14. Young specialists are provided with guarantees and compensations in accordance with the labor legislation of the Russian Federation, collective agreements, regulatory documents of Russian Railways and these Regulations. 16. For a young specialist, the work experience that gives the right to receive remuneration for long service includes the time of study at higher and secondary specialized educational institutions, if within three months after graduation he joined Russian Railways. 17. Upon employment, young specialists are paid a one-time allowance in the amount of a monthly official salary (monthly tariff rate). 18. When sending young specialists to work related to moving to another locality (to another settlement according to the existing administrative-territorial division): confirmed by travel documents. The young specialist returns in full the funds paid to him upon hiring in accordance with paragraph 17 and in connection with the relocation in accordance with paragraph 18 of these Regulations, in the following cases: a) if he did not appear for work or refused to start work without good reason; b) if he, before the end of the term of work provided for by the employment contract, and in the absence of a specific period - before the expiration of one year of work, resigned of his own free will without good reason or was dismissed for guilty actions, which, in accordance with the legislation of the Russian Federation, were the basis for termination of the employment contract at the initiative of the employer.
