As Latypov testifies, his “agent” in the highest judicial body “promised to sound out the position in the near future... on high-profile cases in the arbitration courts of the Russian Federation with our participation.” The note also contains other interesting information allegedly received by Latypov from the “agent.” For example, about conflict situations in the leadership of the RF Armed Forces on issues of informal relations between its individual figures and the largest companies in the country. The note also talks about Latypov’s alleged attempts to “resolve” the situation with the negative information background around the top officials of the Supreme Court.

“At the end of the conversation, he (“the agent”) was given a gift and an agreement was reached on the next meeting next week,” Ural Latypov says in the final part of the note.

The cynicism of both the very content of the so-called report and the complete degradation of its author, who in the past was, although corrupt, still an employee of the law enforcement system, is shocking. In the memo, Latypov actually admits to putting pressure on judges Supreme Court Russian Federation. In general, the dubious practice of his work in the drug control authorities of the Moscow region turned out to be completely transferred to the activities of the Rosneft security service.

No less surprising in this story is the position of the press secretary of the Supreme Court of the Russian Federation P. Odintsov. During his career as a security officer, Oleg Feoktisov could not help but acquire a huge number of enemies, and enemies who were not deprived of power and influence, and in the summer of 2016, some of the general’s employees were taken under arrest. As it became known from various news sources, the cause was a conflict on Rochdelskaya Street, which became the fuse of a long-simmering confrontation between security forces. The case made a big splash in the press, and while the detailed circumstances were being clarified, many corruption schemes came to light, and several high-ranking executives were taken into custody. But even here Feoktistov managed to get out of it to his advantage. He retired to the reserve on time and already in the fall of 2016 took the post of vice president for security at Rosneft.

But he spent only six months in such a responsible and coveted post in the Rosneft security department, but despite such short period, he managed to make himself known here too. In October 2016, under his leadership, Alexey Ulyukaev, who at that time held the post of Minister of Economic Development of the Russian Federation, was detained. Taking advantage of his high official position, he prevented Rosneft from carrying out serious transactions, which was already gradually preparing to take over Bashneft, gradually buying up its shares. Ulyukaev demanded a bribe in the amount of two million dollars from representatives of the corporation, upon receiving which he was arrested on the night of December 15.

The case received an unusually wide public response, and due to excessive press attention to his personality, Oleg Feoktistov left Rosneft in March. It is known from the news that Sechin himself explained the departure of the security chief by Feoktistov’s renewal in the FSB apparatus, but later his name appeared on the list of candidates for a seat on the board of directors of the largest oil and gas corporation.

Feoktistov’s place was taken by Ural Alfredovich Latypov, former employee General Prosecutor's Office. In March 2017, Rosneft management appointed him head of the company's security department. To be precise, he remains today as acting chief.

Ural Alfredovich was born in 1972, in the city of Ufa. After studying at secondary school, he entered BSU and graduated in 1997. In parallel with his studies, he worked in the prosecutor's office until 2012, after which he abruptly changed his type of activity and moved to the Federal Drug Control Service.

The news has been circulating in the media for a long time that the reasons for his departure were by no means voluntary, and the reason for his dismissal was abuse of official authority for the purpose of obtaining personal monetary gain.

Despite all the incidents and exaggeration of the reasons for his departure in the media, in 2012, Ural Alfredovich became deputy head of the Federal Drug Control Service in the Moscow region, where his immediate superior at that time was Vasily Yurchenko.

According to a number of sources, after Yurchenko’s transition to the Rosneft Security Council, Latypov began a period that can be called the popular expression “walk your soul.” Extortion from suspects and accused, complete corruption, the collapse of many criminal cases, lobbying the interests of criminal groups - Latypov managed to check on all counts.

It is not surprising that such revelry attracted the participation of the FSB; officers soon showed up to Ural Alfredovich with a search. Having turned to Yurchenko for help, helping him avoid problems, Latypov, under his patronage, soon became part of the Rosneft security service.

After replacing Yurchenko with Feoktistov, Ural Latypov began to think about how to curry favor with the new leader. He did this not very beautifully and originally - through notes, where he talked about how Yurchenko ignored the instructions of his superiors, did not respect the chain of command and transferred important information directly to the NK, over the heads of his immediate superiors. The intrigues were crowned with success, and Yurchenko long term sent on a business trip to Bashneft.

After Feoktistov left his post, Rosneft management began to think about who to put in his place. Most of the votes were in favor of the same Yurchenko, who not only knew all the duties necessary for this position and had the required experience, but also, being seconded to Bashneft, managed to put its affairs in order, which was also a big plus in his favor .

Latypov, realizing that Yurchenko would sooner or later become aware of his denunciations, decided to compromise the latter so that he could not be restored to his position. He decided to do this with the help of another denunciation, where he described his informal conversation with Yurchenko. According to the document, Sechin allegedly decided to fire Kalinin and appoint him to the vacant position.

The denunciation to Kalinin bore fruit. He teamed up with Latypov, and through joint efforts they were able to prevent Yurchenko from taking the post of head of the Rosneft security service, which was later taken by Ural Alfredovich.

According to many sources, blackmail, denunciations, falsifications and forgeries are what Latypov was able to bring to the Rosneft Security Council. A well-known master of disinformation, who through many unflattering memos achieved a significant position in a powerful corporation, Latypov, as various sources write, is also that “dark horse”.

In addition, as numerous former colleagues of Latypov say, he was very partial to drugs, and he was more than once noticed with dilated pupils and in a not very adequate state.

How Latypov was able to achieve such success in his career is a mystery to many. An even greater mystery remains how such, to put it mildly, not the most adequate character, could get into the leadership of Rosneft, which today almost the whole world looks at literally under a microscope. Such an appointment is not entirely timely or appropriate, and it is likely that in the near future the new head of the Security Council of Rosneft will again appear in scandalous news.

Security “Latypov style”?

The criminal case of theft at Rosneft may fall apart. What does the head of the security service of the company Ural Latypov know about this?

Ural Latypov, who headed the security service of Rosneft in March, barely had time to settle into his workplace when the enemies of the top manager of the state-owned company began quietly telling tales about him.

Just a few months after the appointment of the new chief security officer, evil tongues began to spread information of an obviously slanderous nature: supposedly Ural Latypov, instead of protecting Rosneft from any possible troubles, is doing his best to contribute to the collapse of the criminal case of theft of hundreds of millions of rubles in a state-owned company!

We are talking about the case against the former vice-president of Rosneft Andrei Votinov and the ex-head of the All People are Equal Group of Companies, Tuapse deputy Alexander Firichenko.

Law enforcement officers suspect both defendants in the case of committing a number of frauds, as a result of which the Tuapse Oil Refinery, part of Rosneft, entered into a number of agreements that resulted in damage to the oil company in the amount of more than half a billion rubles.

Law enforcement officers believe that Votinov and Firichenko created the All People are Equal Group of Companies in 2008, but when Votinov became the head of Rosneft’s subsidiary RN-Tuapsenefteprodukt, he allegedly transferred the asset to his sister, Irina Paley.

After Russian President Vladimir Putin remarked in 2011 that some energy engineers had “got completely crazy already,” “All People Are Equal” was “out of harm’s way” rewritten first to an offshore company with registration in the British Virgin Islands - “Orcell Equities”, and after - to Mr. Firichenko.

Allegedly, from 2012 to 2015, Andrei Votinov, as payment for the rent of a plot of land and the unfinished administrative building located on it, transferred 501 million rubles to the accounts of the All People Are Equal Group of Companies, where at that time Alexander Firichenko was director. The land itself is state property, and “All people are equal” used the land on a leasehold basis.

In reality, as the investigation believes, the Rosneft enterprise did not use the land plot. Moreover, the Group of Companies had its own plans for a site with an area of ​​just over 17 thousand square meters - construction of a number of real estate projects was to begin there.

As a result, Firichenko was sent to a pre-trial detention center, Votinov left Russia, and half a billion rubles were stolen from Rosneft.

But Latypov’s envious people are spreading gossip of such a nature that if the investigation had believed them even for a minute, the head of the Rosneft security service could have himself become a defendant in a criminal case. In particular, ill-wishers say that it is Latypov who is taking measures to put pressure on investigators. And supposedly this pressure has already had some “successes”. As an example, Latypov’s enemies cite Firichenko’s recent transfer under House arrest.

Mr. Firichenko was indeed transferred to house arrest in May by decision of the Krasnodar Regional Court. By this time, the suspect had served in a detention center for a year and a half. And previously, the courts refused to satisfy lawyers’ complaints and petitions to mitigate the preventive measure.

If you believe the rumors being spread, last summer Ural Latypov hired Evgeny Yapryntsev, a native of the Bashkir prosecutor’s office, to work for Rosneft, who was allegedly fired from the department “on discreditable grounds.” Allegedly, Yapryntsev was invited to the oil company for a specific purpose - to “throw” a “corruption network” over the court, interested officials and law enforcement officers of the Krasnodar Territory, with the help of which Yapryntsev’s “customer” would have the opportunity to influence the case of Firichenko and Votinov in his own interests.

The slander against high-ranking Rosneft employees immediately expanded into details of this “operation.” They began to say that Evgeny Yapryntsev managed to cope with the task, having established contacts with the first deputy prosecutor of the Kuban Igor Babaev, the former deputy prosecutor of the region Valery Kruglov and the deputy head of the Kuban administration Andrei Alekseenko.

Babaev, according to gossip circulating in the corridors of the Kuban prosecutor's office, is even a relative of the fugitive Votinov: his niece seems to be the wife of the former vice-president of Rosneft. They also say that Andrei Votinov was friends and had common affairs with Kruglov.

And the current deputy head of the Krasnodar Territory, Alekseenko, as rumors say, actively participated in concluding agreements on the transfer of Tuapse land to legal entities controlled by Votinov and Firichenko, which was then subleased to Rosneft.

However, the enemies of Ural Latypov and Rosneft went even further in their fantasies. Thus, ill-wishers who do not reveal their names spread rumors that Mr. Latypov allegedly has his own “part-time job” at Rosneft - selling positions in the security service of numerous structures of the oil giant.

According to rumors, trade in the positions of heads of security services of the state-owned subsidiaries may flourish at Rosneft. The slanderers do not name the cost, but they say that 3-6 months after the arrival of the next “security officer”, he is urged to deduct part of his income in favor of unidentified persons who contributed to his employment.

Those who are stubborn and refuse to pay the monthly tribute, say those familiar with the situation, will have to deal with Ural Latypov’s team. Among the members of this informal company are, in particular, the head of management regional security Rosneft Sergei Usevich, Latypov’s former colleague at the Bashkir prosecutor’s office, from where Usevich allegedly flew out due to suspicions of corruption, and trusted management employee Ruslan Sheyanov. This one, according to some sources, was dismissed from the Prosecutor General’s Office by order of the deputy head of the department, Viktor Grin, but for a similar reason - for corruption. Sheyanov is also former colleague Latypov at the Prosecutor General's Office.

And the team, with the go-ahead from Mr. Latypov, according to the same slanderers, begins to “dig” dirt on the employee who refused to pay. In most cases, say those familiar with the situation, the collection of incriminating evidence ends successfully - with the dismissal of the “object”.

Gossip authors even suggest what could have allegedly pushed Ural Latypov to collect tribute from security service employees. No, not a thirst for profit at all, but, as they say, on the contrary, a generous soul.

Between his work in the prosecutor's office and in Rosneft, Ural Latypov managed to apply his remarkable talents in the Moscow region department of the Federal Drug Control Service, where, it seems, he came to work at the invitation of General Vasily Yurchenko, who in 2015 headed the security service of Rosneft.

Yurchenko himself was once a defendant in a criminal case, which, however, was successfully covered up. Perhaps he also selected his subordinates to match himself. After all, according to rumors, Ural Latypov only miraculously escaped criminal liability.

At the Federal Drug Control Service, Latypov served as Yurchenko’s deputy for investigations. Envious people of the current head of the Rosneft security service are slandering that Mr. Latypov, while working at the Federal Drug Control Service, took bribes to reclassify cases from the article on the sale of prohibited drugs to the article on storage. Accordingly, those who managed to come to an agreement received the minimum punishment.

But they say that one day Latypov made a mistake. More precisely, his subordinates allegedly made a mistake: the deputy head of the investigative unit, Igor Kotov, and the investigator for especially important cases, Andrei Yudin. Both were detained on suspicion of receiving a bribe on an especially large scale.

According to investigators, the suspects, who were part of an organized group, demanded a million rubles from a defendant in one of the cases for filing a petition to cooperate with the investigation. And then they “persuaded” the witness to pay another 1.5 million rubles, intimidating him with the fact that if he refused, he could change his status to a suspect. They tied up Kotov and Yudin at the end of 2015 after receiving 1.2 million rubles from a lawyer.

But those familiar with the investigation then said off the record that both defendants in the case did not say a word about Latypov. This information looks strangely logical against the backdrop of rumors that Ural Latypov allegedly undertook to support the families of his former subordinates!

Of course, most likely former employee FSKN, which was lucky to occupy one of leadership positions in Rosneft, just different kind hearted. And the generosity of Ural Latypov to the families of Yudin and Kotov is supposedly more than great, if translated into rubles - 200 thousand to each family monthly. Perhaps the families of Yudin and Kotov will be left without breadwinners for a long time - in April the investigation transferred their case to the Savyolovsky District Court of Moscow.

Such charity will hit the pockets of even a highly paid top manager of Rosneft. Therefore, perhaps, Latypov’s enemies prefer to explain his generosity with a promise allegedly given by the head of security of the oil company to his former subordinates - to support their families until Kotov and Yudin are released. And in return, presumably, both defendants in the case pledged to remain silent about who was the main recipient of bribes in the Moscow region Federal Drug Control Service.

If even for a moment it could be assumed that all this gossip had some basis, the version about Latypov’s “part-time job” by trading positions in Rosneft might seem logical.

Competent authorities may be interested in checking such gossip. Only the result of this check may not please both the head of Rosneft, Igor Sechin, and Ural Latypov himself.
