RULES FOR ADMISSION TO SUVOROV MILITARY, NAKHIMOV NAVY, MILITARY MUSIC SCHOOLS AND CADET CORPS

I. General provisions

1. This Instruction determines the procedure and organization of work with candidates for admission to study at the Suvorov military, Nakhimov naval, military music schools, cadet (naval cadet, music cadet) corps, organization and conduct of competitive entrance exams, the procedure for enrolling candidates for first year of college

2. 8. The selection of candidates for admission to schools is carried out in accordance with the instructions of the Deputy Minister of Defense of the Russian Federation. Based on the instructions, the headquarters of the military district sends appropriate orders to the military commissariats. The number of personal files of candidates being considered for admission to schools may exceed the number established for the military district, but not by more than 10%. 9. The registration of personal files of candidates for admission to schools is carried out by military commissariats at the place of residence from April 15 to June 1.

10. Completed personal files of candidates with name lists in accordance with Appendix No. 1 to this Instruction in 2 copies are sent by the military commissariat of the region (territory, republic) by June 20 to the relevant schools (for the profile of the Navy - to the appropriate commission to June 5). Personal files of candidates with name lists drawn up outside the Russian Federation in accordance with Appendix No. 1 to this Instruction in 2 copies are sent by June 10 to the Main Personnel Directorate (for the Navy profile - by May 20). 11. The selection of candidates for admission to schools is carried out by the admissions committee of the school, which is created by order of the head of the school for the period from June 20 to August 15 (for the Navy profile - from June 5 to July 30). Admissions committees of schools are obliged to send lists of candidates to the military commissariats of regions (territories, republics) by July 10 (for the Navy profile - by June 25) (2nd copy of the nominal list in accordance with Appendix No. 1 to this Instruction) admitted to competitive entrance examinations, as well as lists of candidates who were denied admission to entrance examinations, indicating the reason for the refusal.

12. In the composition admissions committee includes: head of the school (chairman), deputy head of the school for educational work- head of the educational department (deputy), deputy heads of the school, head of the professional psychological selection group, commanders of companies, batteries (hereinafter referred to as companies) of the first year, senior teachers of Russian language and literature, mathematics, physical training, relevant special musical disciplines, head of medical service, head of the personnel and combat department, one of the assistants to the head of the educational department (department) - secretary. In addition, the order of the head of the school announces the composition of the military medical and examination commissions for subjects (disciplines) submitted for competitive entrance exams, commissions for testing the physical fitness of candidates and psychological readiness to study at the school, a commission to conduct interviews with candidates from among orphans and children left without parental care. The order defines the tasks for organizing the work of members of the selection committee during its work and other issues. To monitor compliance with the rules for admitting candidates, by decision of the Deputy Minister of Defense of the Russian Federation and the chiefs to whom the schools are subordinate, representatives of military education management bodies may be sent.

13. Meetings of the school admissions committee are held: on issues of reviewing personal files and approving personal lists of candidates admitted to taking entrance exams; approval of named lists of candidates who are denied admission to take entrance exams; consideration and approval of registered lists of candidates who have the right to be admitted to the school without passing entrance exams, for non-competitive admission, as well as candidates who have completed the corresponding class of a general education institution, with excellent grades in all subjects (except for singing and drawing) and awarded a certificate of merit "For excellent progress in studies"; approval of lists of candidates subject to expulsion as those who did not pass the entrance exam, do not meet the requirements of professional psychological selection, physical fitness, are not fit to study at the school for health reasons and did not pass the competition; competitive list of candidates and others.

14. The admissions committee of the school evenly distributes candidates into groups taking into account the language being studied, proficiency in a musical instrument, and place of residence. The secretary of the admissions committee prepares necessary materials for conducting entrance exams. The personal list of candidates selected by the school's admissions committee and admitted to take the entrance exams is drawn up in accordance with Appendix No. 2 to these Instructions and posted for review by parents (persons replacing them). Meetings of the selection committee are documented in protocols in accordance with Appendix No. 3 to these Instructions, which are signed by all members of the selection committee and approved by its chairman.

15. Candidates selected by the school's selection committee, by order of the military commissar of the region (region, republic), are sent, accompanied by officers (warrant officers, midshipmen) to the schools by July 31 (for the Navy profile - by July 14). The head of the school determines the procedure for registering and deregistering representatives of military commissariats who arrived at the head of teams of candidates, their place of residence and work procedure. The powers of the representative are certified by relevant documents.

16. The head of the school organizes work with parents (persons replacing them) of candidates. It must ensure complete transparency in the organization and conduct of recruitment. Before the start of the entrance exams, a parent meeting is held, at which information is provided about the purpose of the school, the procedure for recruiting the first year, the organization and conduct of entrance exams, physical fitness and professional psychological fitness checks, the final medical examination, the procedure and form of interviews with candidates from among orphans and children left without parental care. Evaluation criteria for entrance exams are presented. The procedure for informing candidates and parents (persons replacing them) of the results of entrance exams and checks, the time for reviewing written work and the procedure for filing an appeal are announced. It is explained to which military educational institutions of the Ministry of Defense graduates of the school are sent, and the procedure for their distribution. The time and place of reception of visitors is indicated by the chairman of the selection committee and his deputy. After the end of the exams, the passing score and lists of those enrolled are announced at the parent meeting, and the enrollment of all students who have not achieved the passing score, but who have the right to non-competitive admission to the school, is justified. II. Organization of work with candidates for school

17. During the period of work of the admissions committee at the school, by decision of the head of the school, temporary passes may be introduced, issued to persons involved in conducting and ensuring recruitment.

18. Candidates arrive at the school as part of teams led by a representative of the military commissariat. About the arrival of a team of candidates, the personnel body of the school makes a corresponding entry in the travel order of the representative of the military commissariat. The head of the personnel and combat department, together with first-year company commanders, distributes candidates into companies and groups according to the named lists.

19. Officer-educators issue examination sheets to candidates in accordance with Appendix No. 4 to these Instructions, inform the rank, surname, first name, patronymic of the chairman and members of the selection committee, officers and warrant officers of companies, the procedure for the distribution of graduates, introduce the location of the school, and update the exam schedule and consultations, the daily routine of the school for the period of entrance exams, the rules of behavior of candidates on its territory and premises, as well as other requirements for candidates. Candidates are prohibited from: leaving the school territory without the permission of the educational officer, drinking alcohol, narcotic and toxic substances, smoking, insulting comrades, disrespecting elders.

20. All candidates, if necessary, are provided with free housing and food according to the established allowance standards as for students. Each candidate, if necessary, is assigned a place in the dormitory and places to prepare for the entrance exams are indicated. At the school, from August 7 to 10 (according to the Navy profile - from July 22 to 25), a mandatory washing of candidates is carried out with the replacement of only bed linen.

21. Personal belongings of candidates are stored in the premises designated for this purpose with an inventory in three copies: one copy is kept by the candidate, the second by the company sergeant major, the third is placed in the candidate’s suitcase (bag).

22. It is prohibited to use candidates for household work, except for cleaning classrooms, school grounds and company locations.

23. Candidates who violate the established rules of conduct and do not fulfill the requirements for them are not allowed to take entrance exams and are sent to the place of permanent residence of their parents (persons replacing them) with the obligatory indication of the reasons for the secondment. Sending expelled candidates is carried out after purchasing a travel document to the place of residence of the parents (persons replacing them) and is entrusted to the representative of the military commissariat. It is not recommended to send candidates after 17.00 without senior escort. III. Organization and conduct of entrance exams

24. Admission to the school is carried out from August 1 to 15 (for the Navy profile - from July 15 to 30).

25. During the entrance exams, each candidate is determined by a category of professional suitability in order to identify psychological and psychophysiological qualities and the true motives for entering the school, and a final medical examination and physical fitness test are carried out.

26. Determining the category of professional suitability includes a socio-psychological study and psychophysiological examination of the candidate and is carried out by specialists from the professional psychological selection group. The candidate’s psychological readiness to study at the school is determined on the basis of the study and assessment of military-professional orientation, general intellectual development, adaptive abilities and neuropsychic stability. As a result of socio-psychological study, psychological and psychophysiological examination, the category of professional suitability is determined.

27. Based on the results of professional psychological selection, one of the conclusions is made on the candidate’s enrollment in the school: “recommended in the first place,” “recommended,” “conditionally recommended,” “not recommended.” The general conclusion is made on the basis of methods of professional psychological selection of candidates. 28. Entrance exams are held in the following subjects: in schools with a duration of study of 2 and 3 years - Russian language (dictation), mathematics (written) in the scope of the 9th and 8th grade curriculum of a general education institution, respectively; in schools with a period of study of 7 years - Russian language (dictation), mathematics (written) in the scope of the primary program general education educational institution; in military music schools and music cadet corps - the Russian language (dictation) as part of the basic general education program and musical disciplines (musical instrument, solfeggio, elementary music theory) as part of the children's music school program. Candidates entering military music schools and music cadet corps also undergo a background check required to learn to play wind and percussion musical instruments.

29. Candidates from among orphans and children left without parental care are interviewed after their medical examination. Questions for the interview are developed by the school's admissions committee based on the recommendations of the Main Personnel Directorate. The content of the questions should be aimed at determining the level general development the candidate, his general educational training, general educational skills; opportunities for the candidate to master the training program; his psychological readiness to study at school. Based on the results of the interview, a protocol is drawn up with specific proposal on enrollment in the school, indicating the reasons why this or that decision is made. The protocol signed by the members of the commission is approved by the chairman of the selection committee.

30. Candidates who have excellent grades in all subjects (except singing and drawing) and have been awarded a certificate of merit “For excellent academic achievements” take the entrance exam only in mathematics (written). If they receive a grade of "5" ("excellent"), they are exempt from taking further entrance exams, and if they receive a grade of "4" ("good") or "3" ("satisfactory"), they take the exams on a general basis. Candidates entering the military music school and the music cadet corps, who have excellent grades in all subjects (except drawing) and have been awarded a certificate of merit “For excellent academic achievement” and who have graduated from a children's music school, take an exam only in music disciplines. If they receive a grade of "5" ("excellent"), they are exempt from further entrance exams, and if they receive a grade of "4" ("good") or "3" ("satisfactory"), they take exams on a general basis.

31. Only candidates sent to schools by military commissariats of regions (territories, republics) are allowed to take entrance exams. In exceptional cases, candidates may be allowed to take entrance exams with the permission of the head of the Main Personnel Directorate and the superiors to whom the schools are subordinated after registering a personal file at the military commissariat. 32. The size of the examination group of candidates should not exceed 30 - 35 people. Lists of candidates are compiled by groups, then examination sheets are prepared in accordance with Appendix No. 5 to this Instruction and examination sheets of candidates. Candidates from among excellent students, orphans and children left without parental care may be combined into separate groups during entrance exams.

33. The schedule of entrance exams, testing the physical fitness of candidates, their psychological readiness for training and the final medical examination must be communicated to candidates no later than 2 days before their start. The names of the examiners are not indicated in the schedule. No more than one exam is planned for a group on one day; the break between them for the group must be at least 2 days. When drawing up the schedule, consultations are provided on the subjects submitted for entrance exams. The physical fitness of candidates is tested: by pulling up on the horizontal bar, running 60 meters and cross-country running 2000 meters according to the standards for students in grades 8 and 9 of general education institutions; pull-ups on the horizontal bar, 60-meter run for students in the 4th grade of general education institutions. Overall rating physical fitness is assessed to the candidate in accordance with the requirements of the exemplary educational program " Physical Culture", recommended by the Ministry of Education of the Russian Federation.

34. The Main Personnel Directorate annually, before May 25, develops written texts for entrance exams and sends them to schools by July 25 (to schools specializing in the Navy - by July 10). 35. To conduct the entrance exam, the chairman of the selection committee appoints examiners to each group of candidates. One of the examiners is appointed as the head of the examination group, and he is responsible for organizing and conducting the examination. The chairman of the selection committee instructs the members of the examination committee before the start of the exam. Entrance exams from candidates are taken by full-time teachers of the schools. Only candidates, examiners and members of the admissions committee, as well as representatives of military education authorities who have arrived to monitor compliance with the rules for admitting candidates to the school, are allowed into the classes allocated for entrance exams.

36. Candidates arrive for entrance examinations in groups, carrying examination sheets, writing materials, musical instruments and notes of the musical works being performed.

37. Candidates who fail to attend one of the exams without good reason will not be allowed to take further entrance exams. 38. Before the start of the written exam in Russian language and mathematics, candidates are informed about the procedure for conducting it. 39. For exams in mathematics, 4 astronomical hours are allotted, in the Russian language - 1 academic hour (45 minutes). The time is determined from the moment the title page is completed and the task card is received. When writing a dictation, the examiner reads the entire text aloud, then dictates it sentence by sentence and reads it again to check what the candidates themselves have written. Candidates are not given additional time to independently check the dictation. Mathematics tasks are rewritten in full and solved in a sequence convenient for the examinee. The Russian language exam (dictation) is carried out only in a group of no more than 30 - 35 people. Conducting a mathematics exam is possible in several groups based on the availability of appropriate premises at the school.

40. 30 minutes are allotted for writing a musical dictation in solfeggio. The time is determined from the moment of the first play. As a musical dictation, a single-voice melody of eight bars is used, written in a natural major or one of the types of minor, in a simple size. The musical dictation for candidates to write is played 12 times. Before the first play, the candidate is informed of the number of key signs of the key and the tonic triad for modal tuning is played. Candidates are not given additional time to independently check the dictation.

41. 42. Written works are submitted for verification under a code without indicating the applicant’s last name. The code on each title page and insert sheet is personally affixed by the chairman of the school’s admissions committee in the presence of his deputy, the secretary of the school’s admissions committee and a representative of the military education management body that verifies compliance with the rules of admission to the school. It is not permitted to make any marks on them that would reveal the authorship. The encrypted title pages are stored in the sealed safe of the deputy chairman of the selection committee, and the insert sheets are kept in the secretary of the selection committee. Safes with title pages and insert sheets may be sealed with the seal of a representative of the military education management body.

43. Checking of written work is carried out by members of the examination committee for the subject in a room specially allocated for this purpose in the presence of the chairman of the selection committee or his deputy. If signatures or other inscriptions not related to the work are found on the insert sheets, the written work is checked by two examiners. The assessment in Russian language, mathematics and solfeggio is affixed to the insert sheet (sheet of music) and certified by the signature of the examiner (examiners).

44. When checking a dictation in the Russian language, the examiner carefully highlights spelling or punctuation errors. On the fields conventional signs Errors are indicated: I - spelling, V - punctuation. It is prohibited to make other signs to explain errors. All entries are made only in red.

45. After checking the dictation, the examiner counts and writes down on the insert sheet the number of errors by type as a fraction (spelling in the numerator, punctuation in the denominator). After this, the examiner gives a mark for the dictation and signs.

46. ​​When checking written works in mathematics, the examiner emphasizes the wrong sign, number, or result. In the margins, a symbol marks the result of the check ("+" - the right decision, "-" - the task was not completed, "+/-" - the task was completed with a minor error). After this, the examiner writes down on the insert sheet using conventional signs the number of correctly and incorrectly solved examples (problems) in the order stated in the ticket. 47. When checking a musical dictation in solfeggio, the examiner circles the incorrect notes; other errors (size, tonality, grouping of durations, rhythmic pattern, etc.) are indicated in words above the place of the error.

48. Upon completion of the check, the written work is transferred to the secretary of the selection committee for decoding. After this, members of the examination commissions checking the work mark the examination sheets and sign on them.

49. The chairman of the examination committee for the subject checks the correctness of grading for all works with grades “5” (“excellent”) and “2” (“unsatisfactory”), and also checks at least 5% of the remaining written works and confirms with his signature the grades given. .

50. Taking entrance exams in wind or percussion musical instruments, solfeggio and elementary music theory (orally) is carried out within the scope of admission requirements.

51. The results of the entrance exams are graded: “5” (“excellent”), “4” (“good”), “3” (“satisfactory”), “2” (“unsatisfactory”). The examination grade is written in numbers and words first on the examination sheet, and then on the applicant’s examination sheet. Examiners are prohibited from making corrections to the grades assigned based on the results of the entrance exams. Correction of a grade in the event of an erroneous recording is allowed only with the knowledge of the examination committee by decision of the chairman of the selection committee, about which the minutes of its meeting are drawn up. The results of written examinations of candidates are posted on the information board for the information of parents (persons replacing them) no later than 1 day before the start of the next examination. Repeated examinations are prohibited. Candidates who received a grade of “2” (“unsatisfactory”) on the entrance exam, or who are unfit for health reasons, or who do not meet the requirements of professional psychological selection and physical fitness, are not allowed to take subsequent entrance exams and are sent to their place of permanent residence by order of the head of the school. parents (persons replacing them). Enrollment in the first year of the school is carried out by order of the head of the school on the basis of data from the admissions committee on the results of personal study and medical examination of candidates, competitive entrance exams, checking the state of their physical fitness and psychological readiness to study at the school.

53. Proposals for the admission of candidates to the school, competition lists prepared by members of the admissions committee, taking into account the need to recruit a certain number of students studying various foreign languages. Enrollment of candidates in the military music school and music cadet corps is carried out taking into account the formation of a course brass band. The admissions committee of the school first of all considers and decides the issue of admitting candidates to the school: those who have the right to enroll in the school without passing entrance exams; eligible for non-competitive admission; who have completed a course of primary or basic general education with excellent grades (except for singing and drawing), who received a grade of “5” (“excellent”) in the first exam; other candidates through competitive selection.

54. Before the final meeting of the selection committee, the head of the school reports to the Deputy Minister of Defense of the Russian Federation through the Main Personnel Directorate and the head to whom the school is subordinated on the preliminary results of the commission’s work. 55. Candidates admitted to take the entrance exams by order of the superiors entitled to do so are enrolled in the school on a general basis in the prescribed manner.

56. The passing competitive score is determined based on the results of passing the entrance exams by the candidates participating in the competition and is announced before the final meeting of the selection committee.

57. The head of the school is allowed to enroll in the first year 10% in excess of the established staffing level variable composition this course. Exceeding the specified number is permitted in exceptional cases only on the instructions of the Minister of Defense of the Russian Federation. The order for the admission of candidates to the first year is issued by the head of the school no later than two days after the end of the admissions committee’s work. 58. Those enrolled in the school are issued a student certificate in the form in accordance with Appendix No. 8 to these Instructions.

59. First-year companies are recruited, as a rule, from among candidates who have passed entrance exams in groups of a given company, taking into account those studying different foreign languages. At the same time, enrolled candidates who enjoyed benefits upon admission are evenly distributed among companies and platoons. Students of the new intake, starting from August 16 (at the school in the first year of the Navy profile - from August 1), undergo a preparatory period of training at the school or a stationary training camp in accordance with the training programs.

60. Candidates who are not enrolled in the school are sent, accompanied by representatives of the military commissariats, to their parents (persons replacing them). The personal files of these candidates are sent to the relevant regional (territorial, republican) military commissariats no later than 10 days after the end of the selection committee’s work. Each candidate who is not enrolled in the school is issued a certificate of the results of the entrance exams, signed by the secretary of the admissions committee and certified by the official seal of the school. The second copy of the certificate is placed in the candidate’s personal file. The form of the certificate of entrance exam results is developed at the school.

61. Examination papers of candidates, questions for interviews with candidates from among orphans and children left without parental care, minutes of interviews with them, as well as minutes of meetings of the school selection committee and other materials for recruiting the first year are stored at the school throughout the entire cycle training.

If a child wants to study at a military college, and the Suvorov School for Girls did not recruit a group in a certain year, then you can enroll in the Boarding House for female students of the Ministry of Defense of the Russian Federation.
