Why do we need a professional standard for the head of an educational organization?

According to experts, this document can be considered one of the most controversial in modern Russian history. The fact is that it began to be developed back in 2013, but for one reason or another, its adoption and approval was constantly postponed.

On this moment There is no final data yet regarding when the document will officially come into force. However, given the fact that the teacher’s professional standard will begin to be officially used in regulatory documentation from January 1, 2017, many analysts expect that the requirements for the management staff of educational institutions will be finalized by this date.

Initially, the requirements for the leadership of educational institutions were ordinary recommendations that could not be paid attention to. But, starting from July 2016, this documentation will gradually be implemented in domestic system education, and in the near future it will become mandatory not only for institutions subordinate to government bodies, but also for structures managed by private individuals.

The fact is that many norms of ETKS, EKS, etc., which were in force earlier, are no longer comparable with modern realities and are outdated. This has led to the fact that they simply do not reflect the current situation in the field of education. You can often encounter a problem when conflicts arise regarding people who are put at the head of an educational organization, but whose competence in these matters raises huge doubts.

According to many domestic politicians, education is an area where state control should be present at all stages of education. AND important element this control is to determine the requirements that are put forward to those people who fulfill their professional responsibilities in this area.

In order to change the situation in the field of education, a draft professional standard was developed. The head of an educational organization must meet all the requirements specified in the document in order to be able to fulfill his duties as a manager. In addition, at the official level, this standard will establish specific job responsibilities and management skills that any head of an organization in the field of education must possess.

Special attention is paid to functions that must be clearly performed in accordance with the requirements of the current legislative framework. However, there is already a preliminary version of the professional standard for the head of an organization in the field of education, which soon has every chance of becoming an official document mandatory for everyone. However, the final date for adoption of the standard is still official information no, and therefore we can expect that the document will be finalized.

Experts argue that the adoption of this document will help solve a lot of problems in the domestic educational environment. which in last years began to manifest themselves most actively. It is expected that the approved standard will help achieve the following key objectives:

What does the professional standard contain?

Since the professional standard of a manager has not yet been approved, at the moment it exists in a template form, approved in accordance with the order of the Ministry of Labor of the Russian Federation No. 147n. dated 04/12/2013. After its adoption, the draft was not edited, and currently has the same appearance and structure.

In accordance with the order of the Ministry of Labor, the standard must contain several key parts:

  • Common data. Here the classification of profession according to OKZ and OKVED codes is indicated, and the specific type is determined professional activity;
  • Basic functionality. This part specifies the specific functions to be performed by managers, but this list has a generalized form;
  • Characteristics of the functions of a leader. This section is a kind of continuation of the above paragraph, however, here in a more expanded and clarified version, specific requirements for the key functions of an official are indicated;
  • Information regarding those organizations, institutions and structures that were directly involved in the development of the document, until the moment it was paid attention to at the highest legislative level and approved as a project document by order of the Ministry of Labor No. 147n. dated 04/12/2013.

In accordance with established standards, the first section of the document includes the official name of the position (manager educational institution) and a list of goals that the official must achieve. It is worth noting that this section for management officials of institutions of different types is practically the same, and differs only in the OKVED coding, according to which the activities of managers can be divided into several groups:

  • Code 85.11 corresponding to the head of the institution preschool education;
  • Code 85.12-85.14, which is used for establishments general education(primary, secondary and basic);
  • Code 85.21, relating to secondary vocational education (colleges, schools, etc.);
  • Code 85.22.1-85.22.3, presented for institutions providing higher education;
  • Code 85.23 – regulating the training of specialists with higher qualifications;
  • Code 85.30, covering vocational training;
  • Code 85.41 corresponding to additional education;
  • Code 85.42, which defines the conditions for obtaining auxiliary education to assist in the performance of basic professional duties.

The second and third sections of the professional standard for the deputy head of an educational organization (as well as for the immediate manager) are essentially complementary. Here Special attention is given to specific functions that will be assigned to the official involved in managing the organization.

The generalized functions are presented as follows:

  1. Direct tasks that must be performed by the leadership of the organization.
  2. Activities and actions related to the professional development of the institution in order to provide higher quality educational services.
  3. Competent management of all resources (both tangible and intangible) that are on the organization’s balance sheet.
  4. Carrying out tasks that will enhance the quality and value of research, scientific, educational and production activities within a specific institution.
  5. Active interaction with state and municipal authorities, foreign educational institutions and other contractors who are faced with the activities of the educational institution.

As for individual labor functions, given the difference in the competence of the management team in a particular institution, they are considered separately. However, here too there are essential characteristics that a teacher must meet in order to occupy a leadership position. This is about:

  • Mandatory presence of a diploma of completed higher education in the field;
  • About the walkthrough vocational training;
  • Participation in work special programs aimed at improving qualifications and abilities (at least once every three years);
  • Availability of academic degrees, published scientific and research work(for management staff of universities).

In addition, these sections also provide for the official titles of management positions. At the moment there are 4 of them - head, director, chief and rector. However, controversial issues often arise on this issue, so analysts do not rule out that in the future this list may be supplemented before the professional standard of a manager is finally approved at the all-Russian level.

Based on the foregoing, we can conclude that the introduction of professional standards will help modernize and improve the Russian educational system, which will have a positive impact not only on the qualifications of teaching staff and executives, and will significantly increase the quality level of the system as a whole.

Thus, a professional standard will have a positive impact on the development Russian education, and will enable the state to control the activities of those individuals who occupy leadership positions.

Due to the fact that the management of educational organizations should be carried out by employees who have certain knowledge, have the appropriate education and work experience, it was developed at the federal level certain standard.

Currently the provisions this standard are mandatory to compliance not only by state educational organizations, but also by private ones.

Standards for educational leaders have begun to be adopted in Russia since 2013.

Initially, such documents were purely advisory in nature and their main function was to determine the criteria for selecting employees for management positions, as well as identifying their compliance.

Currently, the adopted and current standard, by its presence, decides next questions:

  1. Determining possible categories of employees who may be considered as applicants for management positions.
  2. Identifying educational institutions managed by employees who do not meet the accepted standard, and taking measures to eliminate this deficiency.
  3. Determination of the main functions that an employee occupying a similar position must perform.
  4. Improving the work of all educational institutions existing within the Russian Federation.
  5. Contributing to the development of Russian education.
  6. Improving controllability in all existing educational institutions, from preschool to higher education.
  7. Increasing the rating of education in the Russian Federation by improving the process of training specialists.

Regulatory framework for 2018

According to the current legislative acts, the regulatory framework, which is the basis for the development and establishment of standards for heads of educational organizations, is Labor Code of the Russian Federation. In particular, it is worth noting such basic formulations:

  1. It is permissible to apply national standards to employees holding leadership positions in individual areas and organizations.
  2. The requirements and functions for each position reflected in the adopted standards should not contradict the requirements reflected in the qualification reference books.
  3. If there are certain restrictions in accordance with the Labor Code of the Russian Federation on the implementation labor responsibilities in management positions, the developed standards cannot contain data on their assumptions.
  4. If additional questions or ambiguities arise regarding the content of professional standards related to leadership positions, you must be guided by the data in the qualification reference books.

Professional standard national level, which determines the basic requirements for a leader, has following content:

  1. General data and information. This part reflects the name of the type of activity and the main purpose of management in this area. The code classification of positions according to OKZ and OKVED codes is also given.
  2. Section called "Functional map". Reflected here general concepts the main tasks performed by the manager, which are deciphered and reflected in more detail later in the text of the document.
  3. Detailed characteristics of each function. In this part, each of the previously reflected tasks facing the manager and the functions he performs is disclosed separately.
  4. Data on organizations that participated in the development of the professional standard before it was adopted by order of the Ministry of Labor.

Requirements for a manager and his legal status

The basic requirements that a manager must meet are: following:

  1. Have a higher education.
  2. Complete professional training according to the approved schedule.
  3. Carry out additional training according to those approved at the federal level professional programs preparation. The frequency of such actions is set to the minimum possible once every three years (at least).
  4. When leading the highest educational institution have a certain academic degree and rank.
  5. Have no restrictions on the right to engage in teaching activities.
  6. Have prior experience in positions related to teaching or management.

General information about the position

Depending on the organization in which the manager will perform his duties, the requirements for employees may slightly different. In particular, we highlight separately various categories institutions:

  • preschool education (kindergartens);
  • primary, secondary and basic general, general secondary (schools);
  • professional;
  • Bachelor's and specialist's degrees;
  • master's degree;
  • training of highly qualified specialists;
  • training prof. character;
  • additional for citizens of any age.

The regulations on the professional standard also indicate the possible names of positions that managers can hold:

  • rector;
  • director;
  • manager;
  • boss.

Standard includes detailed description functions performed, which are prescribed to the manager depending on the particular institution in which he carries out his work activities. In general, the functions are reduced to the implementation by the general management of ensuring the development of the institution.

Also, the manager is vested with the authority to hire and fire, and has the right to sign and approve all internal documents and orders.

Also, the functions that are required from the head of the organization are:

  1. Carrying out direct management of the organization.
  2. Taking measures within one’s competence to ensure the development of an educational institution.
  3. Management of resources that are part of the institution.
  4. Representation of the interests of a specific institution, the head of which is an employee.
  5. If necessary, resolving issues with government officials, as well as institutions outside the Russian Federation, if we're talking about about international cooperation.
  6. Carrying out functions to ensure the conduct of scientific research, with the exception of schools and kindergartens.

Consequences of non-compliance

Due to the fact that the adopted and currently valid standard is mandatory, it should be noted consequences, which may occur due to the non-compliance of an employee holding a managerial position with the standards and requirements reflected in the document:

  1. Labor Code there is no provision for the presence of non-compliance with the standard for their consideration as grounds for termination of the concluded employment contract.
  2. In the event that the head of the institution does not have enough level qualifications acceptable for a particular organization, he may be dismissed. In order to keep a working manager in a position, it is possible to undergo a certain certification.
  3. If there are factors that indicate that the manager is not suitable for the position held, the employee may be offered a transfer to another position.

3 EXPERT'S WORD Preparation for the introduction of the professional standard The professional standard for the head of an educational organization is planned to be adopted in July August 2016. Its structure has now been determined, work in progress above the text: specific labor actions, skills and knowledge of the manager, requirements for organizational leaders are specified different levels education. The preparation of the standard is carried out by a working group formed from employees of the Ministry of Education and Science of Russia, FIRO, Higher School of Economics, the Union of Additional Professional Education, experts from other organizations in Moscow, Yaroslavl and Vologda, including school principals. Their main goal is to make the standard understandable and clear for future users.
