As follows from the plot “Duty part” of the Rossiya24 TV channel, which aired on Monday evening, the police stopped Mr. Karapetyan’s Mercedes-Benz Gelandewagen car on the night of December 10-11 on Chelyuskintsev Street in Yekaterinburg to check documents. During the conversation, they suspected that the driver (presumably personally Mr. Karapetyan) was in a state of intoxication. The story clarifies that the deputy refused a medical examination, behaved aggressively and instead of a driver's license showed a deputy's certificate. Mr. Karapetyan, after information about the incident became known to the media, initially claimed that he was in Moscow at the time of the incident, and then admitted that he was in the car, but was sitting in the passenger seat. However, he argues that the situation is ambiguous. The incident is currently under investigation by the prosecutor. Today, Mr. Karapetyan is participating in a session of the regional parliament, but so far he has refrained from communicating with journalists. The speaker of the Sverdlovsk legislature, Lyudmila Babushkina, said that the results of the work of law enforcement agencies would be sent to the credentials committee of the legislature. “I watched the video, but what Karapetyan himself tells me is at odds with what is happening on the video. Andrei Zhukovsky, head of the Just Russia faction in the Sverdlovsk legislature, specified to Kommersant-Ural that Mr. Karapetyan is not a member of the party, but was elected from it. “Now in Moscow and here they are asking how this could happen, but first the law enforcement agencies must figure it out. According to him, he was riding in the passenger seat and promises to provide a confirmation record,” said the head of the faction. According to one version, this was due to the fact that certain forces tried to hush up the story of the kidnapping and remove it from the criminal plane - to no avail. Deputy resources and acquaintances with high-ranking law enforcement officials probably did not extend beyond the territory of the Middle Urals.

Armen Karapetyan himself, in his own words, spent the last three or four days in the territory of the Moscow region. In September 2015, his armed brothers also came here with a support group, whose goal was to find and return Karapetyan's daughter Ashkhen, who left Verkhnyaya Pyshma with her lover Mikhail Kobelyan.

Armen Karapetyan diligently avoids commenting on the ongoing criminal family drama

On September 14, in Dolgoprudny, the Karapetyan brothers tracked down the groom and his brother Minas, beating the latter and forcibly putting him in an SUV. After chasing the kidnappers, the hostage was recaptured - after the incident, he was taken to the hospital, where doctors recorded a fracture of the bones of his face. A few days later, the investigating authorities opened a criminal case, which for a long time remained unreported. After connecting the employees of the Investigative Committee, two identical surnames appeared in it, but by that time Gevork and Rafik were already out of sight of the security forces near Moscow.

In May of this year, it became known that Rafik Karapetyan was put on the federal wanted list. This did not prevent him from having fun in entertainment venues and restaurants. So, Rafik was seen at the Pan Smetan meat restaurant and the Show Girls strip club. The latter's visit is all the more surprising given that the deputy's brother is considered a deeply religious person in his inner circle.

The announcement on the federal wanted list did not prevent him from doing business. Despite the interest from the investigation, his company SU-196 (formerly EMMA, which is known to Yekaterinburgers for the history of the repair of Stepan Razin Street) won several large state contracts for the repair of highways in the Sverdlovsk region. The parliamentarian says that he is in Moscow, at the same time, according to unverified information, on the night of December 10-11, he was stopped by the Yekaterinburg traffic police on suspicion of driving while intoxicated. The deputy considers this information to be false, noting that it is being spread by his ill-wishers.

Armen Karapetyan was not present at the first hearing either. His interests are defended by lawyer Karen Guliyants. This time, the defender has 26 letters of thanks from the Russian Orthodox Church, boarding schools and the Armenian Church addressed to the deputy. They, the lawyer believes, will help to objectively assess the personal qualities of the client. Papers - as a counterargument to the operational video: "Citizens, we have deputies of the Legislative Assembly drunk, they refuse to comply with the lawful demands of the police."

The incident took place on the night of December 11 last year on Chelyuskintsev Street in Yekaterinburg. Traffic police inspectors stopped a tinted cortege of two Mercedes. According to the police, Armen Karapetyan, a representative of A Just Russia in the regional parliament, was driving the first Gelendvagen. At the request of the police to show the driver's documents, the people's choice took out the deputy's crusts: “What do you want from me? - Your driver's license. “What ID, I’m a passenger.”

This position is also defended in court by the deputy's lawyer. According to the defense, Karapetyan was riding in the passenger seat, which means that the police had no right to demand driver's documents from him, as well as undergo a medical examination. According to traffic police inspectors, Karapetyan smelled of alcohol that night. But law enforcement officers failed to check the state of the deputy: the parliamentarian refused to undergo a medical examination. This was the reason for the trial.

Karapetyan meanwhile began to expand their capabilities. Karapetyan promotes “his own” firms closer to the budget, while “wetting” others, using a deputy mandate. As soon as the regional authorities took control of the guarantee maintenance of roads, how did these firms immediately fall under the protection of the "Karapetyan group" - knowledgeable people say.
Deputy Armen Karapetyan himself works on a grand scale in road construction. According to the Unified State Register of Legal Entities, Mr. Karapetyan is listed as the former owner of Dorstroy LLC and Emma LLC. The co-owner of the latter enterprise at the moment is a certain Rafik Karapetyan. The municipal state institution "City Improvement" officially applied to the city administration with a demand to enter these firms into the register of unscrupulous contractors. In its appeals, Urban Improvement pointed out that during 2009-2011, numerous defects were found on the roads repaired by Karapetyan's structures, which he later refused to eliminate. Moreover, Armen Karapetyan, running in 2011 for the Legislative Assembly of the Sverdlovsk Region, indicated that he was the director of Dorstroy LLC, which, by decision of the Interdistrict Inspectorate of the Federal Tax Service No. 14 for the Sverdlovsk Region, ceased operations long before the nomination of candidates (in September 2011) . Moreover, as the journalists of the Vedomosti newspaper found out, “Karapetyan’s firm disappeared according to a“ gray ”scheme: among several more LLCs (Regionsnabkom, PBK, PromoTekhnologii), DORSTROY LLC was “merged” into Novosibirsk, to Karl Liebknecht Street, 125 - the address of numerous one-day firms.
And the brother of MP Karapetyan, Rafik Karapetyan, is now the founder of the StroyDor company. The company this year deployed in Nizhny Tagil. Karapetyan's structures won a major competition in Tagil - the construction of utility networks for the Aleksandrovsky microdistrict. The price of the contract is almost 400 million rubles. However, there were no people willing to work with Karapetyan's firms in Tagil, and the start of construction was postponed indefinitely. The head of the city did not react to the situation. But there is one more impressive detail in the story with Aleksandrovsky: according to rumors, a bank guarantee for 130 million rubles, presented by Karapetyan for concluding a contract for networks, turned out to be ... fake. As it became known, the head of the Capital Construction Department of the city, Oleg Sapko, even addressed an official letter to Sergei Nosov. The reaction of the head of the city again surprised observers with its gentleness - the mayor gave Stroydor a second chance. "Provide a real guarantee and work," the words of the mayor are conveyed.
Let's summarize. The deputy of the regional Legislative Assembly from the "Fair Russia" Armen Karapetyan had construction companies and with their help - the regional budget. The roads were built very badly. Refused to repair under warranty. Then he “merged” his firms quietly. His own brother - Rafik (ugh, from the brothers in the eyes of the Socialist-Revolutionaries doubles, then the Burkovs, then the Karapetyans) continued the road-building and repair theme. Sitting in the regional Duma, Karpetyan - the same as Armen, pushes through the interests of Karapetyan Rafik. A grandiose scandal erupted towards the end of the seventh meeting of the Sverdlovsk Legislative Assembly, EAN reports. After waiting for the journalists to disperse, the deputies staged a real showdown with mutual accusations and insults. The heroes were the Socialist-Revolutionary Armen Karapetyan and the head of the mandate commission, United Russia Alexei Korobeinikov.

According to the agenda of the meeting, in the “Miscellaneous” section, the parliamentarians had to decide the issue of punishing Armen Karapetyan, who was deprived of his license for driving while intoxicated. He was detained last year, and the police footage got on federal channels. Subsequently, the court fined the deputy for 30 thousand rubles and deprived him of his rights for 1 year and 7 months. But the Zakso mandate commission received applications from two residents of Yekaterinburg and Verkhnyaya Salda, who demanded that the leadership of the parliament punish Karapetyan.

A civilized discussion did not work out, since Karapetyan started a squabble with Korobeinikov right in the meeting room.

And on the move he attacked Korobeinikov, believing that he was settling some sort of score with him.

“I want to tell Deputy Korobeinikov so that it becomes clear who can educate whom. He successfully lost the elections, ran like a gopher through the parties. But they took pity on him, took him by the hand, by the leg. Why such a circus? - asked Karapetyan. - Whom did he decide to teach? I have five children, I take care of 137 children from the orphanage. After that, an unimaginable uproar arose in the hall. All this was broadcast in the press room and on the monitors in the lobby. Thus, there were quite a few witnesses to the scandal - several employees of the apparatus and four journalists.

He is not a member of the faction, why did they write to Mironov? It was possible to write to Burkov, he is a responsible person. Why did they write this letter at all, did they want to make everything public? What is happening now, it seems to me, is a planned action. We cannot ask him if he admits his guilt - we are not a court. We believe that this is an action to discredit a member of our faction, we support him.”

Karapetyan also felt sorry for his colleague, the communist Vyacheslav Wegner. “He has already been punished twice - he was fined and his license was taken away. What else can we do, put him on peas on his knees?

However, Armen Karapetyan did not let up and threatened his obvious and unknown opponents with terrible punishments. Listening to this, United Russia Viktor Yakimov proposed to convene another mandate commission - but this time for this discussion. Or rather, in the form in which it passed.
