Today, in almost every region of Russia, along with the federal program, there is a local subsidy of maternity capital, the Republic of Buryatia is no exception. We will talk about what features the regional maternity capital in Ulan-Ude has in our article.

The joint actions of the Maternity Capital program in Ulan-Ude and the Republic of Buryatia of federal and regional significance contributed to a significant improvement in the demographic situation in the region. Over the course of the federal program, more than 61,000 certificates have been issued in the Republic; according to data at the end of 2015, more than 14 billion 451 million rubles have already been transferred to Buryat families.

Important! Residents of the Republic of Buryatia, in order to obtain a certificate of federal maternity capital, must contact the regional branch of the PFR, the regional one - at the branch of the Center for Social Support at the place of residence.

Residents of Buryatia use state assistance as follows:

20 thousand families of the region sent funds to solve problems with housing - this is the most popular direction where parents transfer the money received;
18,000 families used certificates to repay existing mortgage loans;
1.5 thousand families spent money to pay for education and kindergartens;
only 100 residents of the region transferred money under the certificate to the account of the mother's funded pension.

The local family capital program in Ulan-Ude has been operating relatively recently - since 2013, during which time more than 2,000 families in the region have taken advantage of the subsidy.

The main purpose of the implementation of this program is to provide families with the opportunity to solve urgent current problems, and therefore the amount of payment is relatively small. The basic amount of the payment is 50,000 rubles, this amount is subject to annual indexation, however, due to the budget deficit, maternity capital has not been indexed in the past few years. Regional maternity capital in Ulan-Ude is paid to families after the birth of the third and all subsequent children. The rules for the issuance and use of subsidies are regulated by the Republican Law No. 1810-III dated 06/06/2006 "On measures of social support for large families in the Republic of Buryatia".

Only large families who live in the territory of the Republic of Buryatia for at least a year before the appearance of a child applying for local capital can apply for regional maternity capital. In addition, the family must meet additional local payment conditions:

the birth/adoption of the third and subsequent children must be carried out after January 01, 2013;
the average per capita income in the family should not exceed 1.5 living wages per capita;
the age of all three children in the family should not exceed the age of majority - 18 years;
the applicant and children must have citizenship of the Russian Federation.

Both the mother of children and the father can receive the maternity capital of the region, provided that:

he is the sole adopter of the child;
the mother of the child has died, been declared missing or deprived of parental rights;
due to other circumstances, provided for in paragraph 2 of Art. 6.1 of the Law of the Republic of Belarus No. 1810-III dated 06/06/2006 "On measures of social support for large families in the Republic of Buryatia".

Important! The applicant can apply for regional maternity capital at any time, since the law does not stipulate specific deadlines for applying.

The right to receive regional capital is acquired along with the issuance of a certificate of granting a subsidy, for which you need to apply to the social security authorities with the following package of documents:

application for receiving maternity capital of the established form;
applicant's passport;
certificate of composition and income of the family;
birth certificate for each child;
certificate of registration from the place of residence;
number of a plastic card or account in a banking organization for transferring funds;
other additional documents as needed.

Important! In order to be able to dispose of capital funds, it is also necessary to submit documents confirming the intended use of the amount to the social security authorities, for example, a service agreement, a payment document for the purchase of materials under construction for housing construction, and more.

The funds of the maternity capital of the Republic of Buryatia are transferred to the applicant in the form of a lump sum payment to a bank account to compensate for the expenses incurred in the prescribed areas.

Local authorities have provided enough opportunities for the use of regional maternity capital. So, in accordance with the current republican law, the subsidy funds can be spent in whole or in part on such needs as:

payment of interest on a mortgage that was issued before or after the birth of a third child;
a down payment on a mortgage or a loan that is not related to a mortgage;
payment for the current repair of a dwelling, which was carried out under a work contract or on its own;
purchase of goods for newborns, in accordance with the list established by law;
payment for the child's education within the territory of the Russian Federation, while the form of ownership of the educational institution does not matter;
treatment of a child, including transportation to a medical facility and back, as well as the purchase of medicines;
buying a car if the cost of the car exceeds the amount of maternity capital;
purchase of household appliances for the needs of the family;
purchase of farm animals;
purchase of essential items for a newborn baby.

Important! The amount of maternity capital of the region can be used in parts for various needs, while you can use the funds at any time, regardless of the age of the child.

In the Republic of Buryatia, the following banks work with maternity capital funds:

Asia-Pacific Bank and others.

4. Republican maternity (family) capital is provided in the form of a lump sum cash payment to the persons specified in Article 6.1 of the Law.

5. To issue a certificate of capital, citizens (hereinafter referred to as the applicants) submit to the subdivision of the institution "Center for Social Support of the Population" (hereinafter referred to as the subdivisions of the RSU "CSPN") at the place of residence directly or through the multifunctional center for the provision of state and municipal services an application in the form in accordance with Appendix N 1 to this Order and the following documents:

5.1. The applicants specified in Part 1 of Article 6.1 of the Law are:

Passport or other document proving the identity of the applicant;

Birth certificate of the child, in connection with the birth of which the right to cash payment arose, and previous children;

Judicial decision(s) on the adoption of a child (children) - in the case of adoption of a child (children);

Certificates of income of the applicant's family members for the two months preceding the month of birth (adoption) of the third or subsequent children, and for the month in which the third child was born (adopted) or subsequent children were born (were adopted), with the exception of certificates of the amount of pension and other social payments made by the Pension Fund of the Russian Federation, receipt, appointment, termination of payments or non-receipt of a pension by a person who served in the internal affairs bodies of the Russian Federation, the amount of payments of state pensions, benefits and compensations to persons who served in the drug control bodies and psychotropic substances, on the total amount of material support for a pensioner, carried out by the Ministry of Internal Affairs of the Russian Federation, pensions of military personnel, monthly allowances for spouses of military personnel, carried out by the Ministry of Defense of the Russian Federation, certificates of the body of the Ministry of Defense of the Russian Federation that implements pensions the applicant’s security, issued no earlier than a month before the date of application, containing information on the amounts of cash payments established to him in accordance with the legislation of the Russian Federation, as of the date of issuance of certificates, pensions and other payments paid through the Federal Security Service of the Russian Federation taken into account when calculating the total income of a family (a citizen living alone), payments to pensioners registered with the pension service department of the Federal Penitentiary Service of the Russian Federation, payments to pensioners (for the applicant and all family members) registered with the Federal Bailiff Service the Russian Federation (including allowances and additional payments), unemployment benefits and other payments to unemployed citizens;

The subdivision of the RGU "CSPN" receives, within the framework of interdepartmental information interaction in accordance with the federal legislation and the legislation of the Republic of Buryatia, if the indicated documents were not submitted by the applicant independently, the following documents:

5.2. The applicants specified in part 2 of article 6.1 of the Law, in addition to the documents listed in sub-clause 5.1 of this clause, additionally submit:

Death certificate of a woman who had the right to the republican maternity (family) capital (in the event of the death of a woman entitled to the republican maternity (family) capital);

A court order declaring a woman dead (in the case of declaring a woman dead);

A court ruling on depriving a woman of parental rights in relation to a child, in connection with the birth of which the right to republican maternity (family) capital arose (in the event that a woman is deprived of parental rights);

A court ruling on holding a woman criminally liable for committing an intentional crime related to crimes against the person against her child (children) (in the case of a woman committing an intentional crime related to crimes against the person against the child (children));

A court ruling on the cancellation of the adoption of a child, in connection with the adoption of which the right to republican maternity (family) capital arose (in case of cancellation of adoption).

5.3. If a child (children) who has not reached the age of majority has the right to a cash payment, on the grounds specified in parts 3 and 4 of Article 6.1 of the Law, the applicant for a cash payment is the legal representative of the child (children) who has not reached the age of majority. The applicant submits:

A document confirming the authority of the applicant;

An identity document of the applicant;

Birth certificate of the child (children), in connection with the birth of which (s) the right to cash payment arose, and previous children;

Certificates of death of parents (adoptive parents) or single parent (adoptive parent) (in case of death of parents (adoptive parents) or single parent);

Judicial decision to declare the parents (adoptive parents) dead or the only parent (adoptive parent) dead (in the case of the parents (adoptive parents) being declared dead or the only parent (adoptive parent) dead);

Judicial decision to deprive parents or a single parent (adoptive parent) of parental rights (in case of deprivation of parents (adoptive parents) or a single parent (adoptive parent) of parental rights);

Court ruling on holding parents (adoptive parents) or a single parent (adoptive parent) criminally liable for committing an intentional crime against their child (children) related to crimes against the person (in the case of a deliberate crime committed by parents (adoptive parents) or a single parent (adoptive parent) related to crimes against the person in relation to the child (children));

A court ruling on the cancellation of the adoption of a child, in connection with the adoption of which the right to the republican maternity (family) capital arose, in relation to the adoptive parents (the only adopter) (in the event of cancellation of the adoption);

Income statements of family members, as well as cohabiting brothers and sisters of a child (children) under the age of majority, for two months preceding the month of birth (adoption) of the third or subsequent children, and for the month in which the third child was born (adopted) or subsequent children were born (were adopted), with the exception of certificates of the amount of pensions and other social payments made by the Pension Fund of the Russian Federation, receipt, appointment, termination of payments or non-receipt of a pension by a person who served in the internal affairs bodies of the Russian Federation, the amount of payments of state pensions , allowances and compensations to persons who served in the bodies for the control of the circulation of narcotic drugs and psychotropic substances, on the total amount of material support for a pensioner, carried out by the Ministry of Internal Affairs of the Russian Federation, pensions for military personnel, monthly allowances for spouses of military personnel, carried out by the Ministry of Defense of the Russian Federation and, certificates of the body of the Ministry of Defense of the Russian Federation that provides pensions to the applicant, issued no earlier than a month before the date of application, containing information on the amounts of cash payments established to him in accordance with the legislation of the Russian Federation, as of the date of issue of certificates, pensions and other payments paid by the Federal Security Service of the Russian Federation, taken into account when calculating the total income of a family (a citizen living alone), payments to pensioners registered with the pension service department of the Federal Penitentiary Service of the Russian Federation, payments to pensioners (for the applicant and all family members) registered with the Federal Bailiffs Service of the Russian Federation (including allowances and surcharges), unemployment benefits and other payments to unemployed citizens;

Labor books of family members, as well as cohabiting brothers and sisters of a child (children) who have not reached the age of majority in the absence of information about income.

5.4. The division of the RSU "CSPN" uses the information provided for in Article 6.9 of the Federal Law of July 17, 1999 N 178-FZ "On State Social Assistance", posted in the Unified State Social Security Information System (hereinafter - EGISSO), to provide republican maternity (family) capital .

Information on the provision of republican maternal (family) capital is posted in the EGISSO. The placement (receipt) of the specified information in the USISSO is carried out in accordance with the Federal Law of July 17, 1999 N 178-FZ "On State Social Assistance".

6. The applicant is responsible for the accuracy and completeness of the information and documents submitted by him, the obligation to submit which is assigned to him.

7. An application with all the necessary documents is considered within 10 calendar days from the date of receipt of the application, and if additional information is needed, within 30 calendar days from the date of receipt of these documents.

In the event of a decision to refuse to provide republican maternity (family) capital, a subdivision of the RGU "CSPN" within 5 calendar days informs the applicant of the decision in writing, stating the reason for the refusal.

8. A personal file is drawn up for the applicant, who has the right to receive republican maternity (family) capital. The information provided by the applicant is entered into the database of recipients of social payments of the subdivision of the RGU "CSPN".

9. The grounds for refusal to provide republican maternity (family) capital are:

Submission of knowingly false information;

Lack of the right to receive republican maternity (family) capital;

Court decision on deprivation of parental rights, which has entered into force;

A court verdict that entered into force against the applicant for committing an intentional crime against his child (children) related to crimes against the person.

10. The applicant's right to provide republican maternity (family) capital is certified by a certificate of provision of republican maternity (family) capital (hereinafter referred to as the certificate) in the form in accordance with Appendix No. 2 to this Procedure.

The certificate is a guarantee of providing the citizen with the republican maternity (family) capital.

11. The right to receive republican maternity (family) capital is granted once.

When deciding on the provision of republican maternity (family) capital, the division of the RGU "CSPN" requests from the divisions of the RGU "CSPN" at the place of residence, the applicant's stay information about the non-receipt of the republican maternal (family) capital.

12. In cases of loss or damage to the certificate, the applicant has the right to apply for a duplicate. The decision to issue a duplicate certificate is made by a subdivision of the RSU "CSPN" within 5 calendar days from the date of receipt of the application.

In the event of a change in the data specified in the certificate, the applicant has the right to apply for a replacement certificate with documents confirming the change in the data specified in the certificate. The decision to replace the certificate is made by the subdivision of the RSU "CSPN" within 5 calendar days from the date of receipt of the application with the attachment of documents confirming the changes in the data specified in the certificate.

13. The transfer of funds of the republican maternal (family) capital is carried out by RGU "CSPN":

13.1. In the case of directing funds from the republican maternal (family) capital for the acquisition or construction of residential premises:

To the seller specified in the sale and purchase agreement, on the basis of which the state registration of ownership of the acquired residential premises was carried out;

To the developer specified in the agreement for participation in shared construction of an apartment building, in which the recipient of the cash payment is a participant in shared construction;

To the contractor (contractor) specified in the contract for the construction of a residential building for the recipient of the cash payment - on the basis of the concluded contract for the construction of a residential building;

To the applicant - if the construction of an individual housing construction object is carried out by the spouse of the applicant.

13.2. In the case of directing funds from the republican maternity (family) capital to pay an initial contribution when obtaining a credit (loan), including a mortgage, for the purchase or construction of housing, repayment of the principal debt and payment of interest on a credit (loan), including a mortgage, for acquisition or construction of housing, as well as repayment of a credit (loan), including a mortgage, for the acquisition or construction of housing provided before the emergence of the right to receive republican maternity (family) capital:

To the lender.

13.3. In the case of directing funds from the republican maternal (family) capital for education by a child (children) in any educational organization on the territory of the Russian Federation that has the right to provide relevant educational services:

13.4. In the case of directing funds from the republican maternal (family) capital for the treatment of a child (children) who have not reached the age of majority, in accordance with medical indications and travel to and from the place of treatment:

medical organization;

An organization that sells tickets for travel to and from the place of treatment;

To the applicant to his account in a credit institution or through a communication (delivery) organization at the choice of the applicant.

13.5. In the case of directing funds from the republican maternity (family) capital for the purchase of a vehicle, subject to the involvement of the own funds of the person who received a certificate of granting the payment of the republican maternity (family) capital:

To the applicant to his account in a credit institution or through a communication (delivery) organization at the choice of the applicant.

13.6. In the case of directing funds from the republican maternal (family) capital for the repair of a dwelling without involving an organization that performs the repair of a dwelling, including under a construction contract, the purchase of productive animals, the purchase of household appliances, the purchase of essential items for a newborn child (children) included in the List of essential items for a newborn child (children):

the seller;

To the applicant to his account in a credit institution or through a communication (delivery) organization at the choice of the applicant.

14. The Ministry of Social Protection of the Population of the Republic of Buryatia monthly transfers funds from the personal account of the main manager of budgetary funds to the personal account to account for transactions on delegated powers of the recipient of budgetary funds.

15. RGU "CSPN" monthly generates an application for cash expenses for the republican maternal (family) capital in accordance with the budget classification code of the Russian Federation and transfers funds from the republican maternal (family) capital to communications (delivery) organizations and to credit organizations for crediting to accounts of individuals and/or legal entities.

16. The transfer of funds of the republican maternity (family) capital is carried out by RGU "CSPN" no later than the 29th day of the month following the month of the applicant's application for the disposal of funds of the republican maternity (family) capital.

17. Directions for the disposal of the republican maternal (family) capital are established.

18. A person who has received a certificate of granting the payment of the republican maternity (family) capital (hereinafter referred to as the applicant), applies for the disposal of the funds of the republican maternity (family) capital in the form in accordance with Appendix No. 3 to this Procedure, attaching the documents specified in subparagraphs 21 - 25 of this Procedure to the subdivision of the RGU "CSPN" at the place of residence.

19. The application is registered on the day of receipt by the subdivision of the RGU "CSPN".

20. The application and documents are considered by the subdivision of the RGU "CSPN" within ten days from the date of application for the disposal of funds of the republican maternity (family) capital.

Based on the results of consideration of the application and documents, the subdivision of the RGU "CSPN" makes a decision to transfer funds from the republican maternity (family) capital or to refuse to transfer them.

The grounds for refusing to transfer funds from the republican maternity (family) capital are:

Providing false information;

The direction of the republican maternal (family) capital for purposes not provided for by the Law of the Republic of Buryatia dated 06.07.2006 N 1810-III "On measures of social support for large families in the Republic of Buryatia" .

In case of refusal to transfer funds from the republican maternity (family) capital, the subdivision of the RSU "CSPN" no later than five days from the date of the adoption of the relevant decision notifies the applicant in writing, indicating the reasons for the refusal.

21. When directing funds (part of the funds) of maternity (family) capital to improve housing conditions, the applicant submits the following documents:

21.1. An application indicating the direction of the disposal of the republican maternal (family) capital, the amount of these funds.

21.2. Certificate of provision of republican maternal (family) capital (its duplicate - in case of loss or damage to the certificate).

21.3. An identity document of the applicant.

21.4. A document proving the representative's identity and a notarized power of attorney confirming his authority - in case of filing an application through a representative.

21.5. An identity document of the applicant's spouse - if the party to the transaction or obligations to purchase or build housing is the applicant's spouse or if the construction of an individual housing construction facility is carried out by the applicant's spouse.

21.6. Marriage certificate - if the spouse of the applicant is a party to the transaction or obligations to purchase or build housing, or if the construction of an individual housing construction facility is carried out by the spouse of the applicant.

24. The procedure was approved in order to regulate issues related to the appointment and payment of the republican maternity (family) capital in the Republic of Buryatia.

Republican maternity (family) capital is provided in the form of a lump sum cash payment to women who have given birth (adopted) a third, fourth or subsequent children starting from January 1, 2013.

To receive maternity capital, you must submit an application with the attached package of documents to the appropriate authority.

The right to receive republican maternity (family) capital is granted once.

1. This Procedure regulates issues related to the appointment and payment of the republican maternity (family) capital in the Republic of Buryatia.

2. Republican maternity (family) capital - an additional measure of social support for a large family (children), whose average per capita income as of the date of applying to the division of the Republican State Institution "Center for Social Support of the Population" is below 1.5 of the average per capita subsistence level established in the Republic of Buryatia, provided at the expense of the republican budget. The calculation of the average per capita income of a family is carried out in accordance with the Decree of the Government of the Republic of Buryatia dated December 17, 2004 No. 276 “On the provision of a monthly allowance for a child”.

3. The size of the republican maternity (family) capital is established by the Law of the Republic of Buryatia dated July 6, 2006 No. 1810-III “On measures of social support for large families in the Republic of Buryatia” (hereinafter referred to as the Law).

4. Republican maternity (family) capital is provided in the form of a lump sum cash payment to the persons specified in Article 6.1 of the Law.

5. Issuance of a certificate on the provision of republican maternity (family) capital is carried out by divisions of the Republican State Institution "Center for Social Support of the Population" (hereinafter referred to as divisions of the RSU "CSPS") at the place of residence of citizens entitled to receive republican maternity (family) capital (hereinafter - applicants), on the basis of an application in the form in accordance with Appendix No. 1 to this Procedure and the following documents confirming the right to receive it:

5.1. The applicants specified in Part 1 of Article 6.1 of the Law are:

Passport or other document proving the identity of the applicant;

Birth certificate of the child, in connection with the birth of which the right to cash payment arose, and previous children;

Judicial decision(s) on the adoption of a child (children) - in the case of adoption of a child (children);

Certificates of income of the applicant's family members for the last three calendar months preceding the month of filing an application for the provision of republican maternity (family) capital, with the exception of certificates of the amount of pensions, unemployment benefits and other payments to unemployed citizens;

A certificate on the composition of the family, documents or information on the amount of the assigned pension, unemployment benefits and other payments to unemployed citizens, information on the applicant's residence on the territory of the Republic of Buryatia during the year, in the absence of information in the passport, the subdivision of the RGU "CSPN" receives within the framework of an interdepartmental information exchange in accordance with the federal legislation and the legislation of the Republic of Buryatia, if the specified documents were not submitted by the applicant independently.

5.2. The applicants specified in part 2 of article 6.1 of the Law, in addition to the documents listed in sub-clause 5.1 of this clause, additionally submit:

Death certificate of a woman who had the right to the republican maternity (family) capital (in the event of the death of a woman entitled to the republican maternity (family) capital);

A court order declaring a woman dead (in the case of declaring a woman dead);

A court ruling on the cancellation of the adoption of a child, in connection with the adoption of which the right to republican maternity (family) capital arose (in case of cancellation of adoption).

A document confirming the authority of the applicant;

An identity document of the applicant;

Birth certificate of the child (children), in connection with the birth of which (s) the right to cash payment arose, and previous children;

Certificates of death of parents (adoptive parents) or single parent (adoptive parent) (in case of death of parents (adoptive parents) or single parent);

Certificates of income of family members of a child (children) who have not reached the age of majority for the last three calendar months preceding the month of filing an application for the provision of republican maternity (family) capital, with the exception of certificates of the amount of pensions, unemployment benefits and other payments to unemployed citizens;

Employment records in the absence of information about income.

A certificate on the composition of the family, documents or information on the amount of the assigned pension, unemployment benefits and other payments to unemployed citizens, information on the residence of the child (children) under the age of majority in the Republic of Buryatia during the year, in the absence of information in the passport, the unit RGU "CSPN" receives within the framework of interdepartmental information interaction in accordance with the federal legislation and the legislation of the Republic of Buryatia, if the specified documents were not submitted by the applicant independently.

6. The applicant is responsible for the accuracy and completeness of the information and documents submitted by him, the obligation to submit which is assigned to him.

9. The grounds for refusal to provide republican maternity (family) capital are:

Submission of knowingly false information;

No right to receive republican maternity (family) capital.

The certificate is a guarantee of providing the citizen with the republican maternity (family) capital.

11. The right to receive republican maternity (family) capital is granted once.

12. In cases of loss or change of data in the execution of the certificate, the decision to replace the certificate and issue its duplicate is made by the subdivision of the RGU "CSPN" within 5 calendar days from the date of receipt of the application.

In the event that the applicant has not exercised the right to the republican maternity (family) capital within the established period of validity of the certificate, as well as in the event of a written refusal to exercise the right to the republican maternity (family) capital, the applicant has the right to re-apply to the subdivision of the RGU "CSPN" for providing a cash payment. The issue of granting him a monetary payment is considered again according to the application submitted by him.

13. The transfer of funds from the republican maternity (family) capital is carried out by RGU "CSPN":

13.1. In the case of directing funds from the republican maternal (family) capital for the acquisition or construction of residential premises:

To the seller specified in the sale and purchase agreement, on the basis of which the state registration of ownership of the acquired residential premises was carried out;

To the developer specified in the share participation agreement in the construction of an apartment building, in which the recipient of the cash payment is a participant in shared construction;

To the lender.

13.3. In the case of directing funds from the republican maternal (family) capital for the education of a child (children) in any educational institution on the territory of the Russian Federation that has the right to provide relevant educational services:

educational institution;

medical organization;

An organization that sells tickets for travel to and from the place of treatment;

To the applicant to his account in a credit institution or through a communication (delivery) organization at the choice of the applicant.

15. RGU "CSPN" monthly forms an application for cash expenses for the republican maternity (family) capital in accordance with the budget classification code of the Russian Federation and transfers the funds of the republican maternity (family) capital to communications organizations (delivery) and to credit organizations for crediting to accounts of individuals and/or legal entities.

16. The transfer of funds from the republican maternity (family) capital is carried out by RGU "CSPN" on a monthly basis no later than the 29th day of the month following the month of the applicant's application.

17. Directions for the disposal of the republican maternal (family) capital are established by the Law of the Republic of Buryatia dated July 6, 2006 No. 1810-III “On measures of social support for large families in the Republic of Buryatia”.

18. A person who has received a certificate of granting the payment of the republican maternity (family) capital (hereinafter referred to as the applicant) applies for the disposal of the funds of the republican maternity (family) capital in the form in accordance with Appendix No. 3 to this Procedure to the subdivision of the RGU "CSPN".

19. The application is registered on the day of receipt by the subdivision of the RGU "CSPN".

20. The decision on the payment of the republican maternity (family) capital is made by a subdivision of the RSU "CSPN" within 10 calendar days from the date of registration of the application.

21. When directing funds (part of the funds) of maternity (family) capital to improve housing conditions, the applicant submits the following documents:

21.1. An application indicating the expenses for which the funds (part of the funds) of the maternity (family) capital are directed, the amount of these funds.

21.2. Certificate of provision of republican maternity (family) capital (its duplicate - in case of loss or damage to the certificate).

21.3. An identity document of the applicant.

21.4. A document proving the representative's identity and a notarized power of attorney confirming his authority - in case of filing an application through a representative.

21.5. A document proving the identity of the applicant's spouse and his registration at the place of residence or at the place of stay - if the spouse of the applicant is a party to the transaction or obligations to purchase or build housing, or if the construction of an individual housing construction object is carried out by the spouse of the applicant.

21.7. In the case of directing funds (part of the funds) of maternity (family) capital to pay for the acquired residential premises:

21.7.1. The contract for the sale of residential premises (contracts for the sale of residential premises with installment payment), which has passed state registration in the prescribed manner.

21.7.2. Certificate of state registration of ownership of the residential premises of the applicant and (or) his spouse, who purchases residential premises using maternity (family) capital.

The amount of funds (part of the funds) of maternity (family) capital directed to pay for obligations under the contract for the sale of residential premises (contract for the sale of residential premises with installment payment) cannot exceed the price of the contract or the amount of the remaining unpaid amount under the contract.

21.8. In case of allocation of funds (part of funds) of maternity (family) capital on account of payment of the price of the agreement for participation in shared construction:

21.8.1. An agreement for participation in shared construction, which has passed state registration in the prescribed manner.

21.8.2. A document containing information on the amount contributed towards the payment of the price of the agreement for participation in shared construction and on the remaining unpaid amount under the agreement.

21.9. In the case of directing funds (part of the funds) of maternity (family) capital to pay for the construction of an individual housing construction facility, carried out with the involvement of a construction organization:

21.9.1. A building permit issued to the applicant or the applicant's spouse.

21.9.2. Construction contract.

21.9.3. A document confirming the ownership of the applicant or the applicant's spouse to the land plot on which the construction of an individual housing construction facility is being carried out, or the right to permanent (perpetual) use of such a land plot, or the right of life-long inheritable possession of such a land plot, or the right to lease such a land plot, or the right of gratuitous fixed-term use of a land plot, which is intended for housing construction and on which the construction of an individual housing construction object is carried out.

21.10. In the case of directing funds (part of the funds) of maternity (family) capital to pay for the repair of a dwelling without involving an organization that performs the repair of a dwelling, including under a construction contract:

21.10.1. Documents on payment for construction and / or finishing materials purchased for the repair of residential premises.

21.10.2. An act of examination of the material and living conditions of the applicant's residence, confirming the repair in the residential premises in which the applicant lives (at the place of registration or at the place of stay), drawn up by specialists of the subdivision of the RGU "CSPN".

21.11. In the case of sending funds to the account of the seller of building and / or finishing materials - a contract for the sale of building and / or finishing materials indicating the cost of building and / or finishing materials and the bank details of the seller.

The amount of transferred funds cannot exceed the amount indicated in the documents submitted by the applicant on the cost of construction and / or finishing materials.

21.12. In the case of transferring funds to the applicant's account, the applicant also submits a document indicating the details of the bank account.

21.13. In the case of directing funds (part of the funds) of maternity (family) capital to pay an initial contribution when obtaining a credit (loan), including a mortgage, for the purchase or construction of housing:

21.13.1. Loan agreement (loan agreement) for the purchase or construction of housing.

21.13.2. A mortgage agreement that has passed state registration in the prescribed manner - if the loan agreement (loan agreement) provides for its conclusion.

21.14. In the case of directing funds (part of the funds) of maternity (family) capital to repay the principal debt and pay interest on a credit (loan), including a mortgage, for the purchase or construction of housing, or on a credit (loan), including a mortgage, to repay previously granted credit (loan) for the purchase or construction of housing (with the exception of fines, commissions, penalties for delay in fulfilling obligations under the specified credit (loan)):

21.14.1. Credit agreement (loan agreement). When directing funds (part of the funds) of maternity (family) capital to repay the principal debt and pay interest on a loan (loan), including mortgage, to repay a previously granted loan (loan) for the purchase or construction of housing, a copy of the previously concluded loan agreement is additionally submitted (loan agreement) for the purchase or construction of housing.

21.14.2. Certificate of the creditor (lender) on the size of the balance of the principal debt and the balance of the debt on the payment of interest for the use of the credit (loan). If the right (claim) belonging on the basis of an obligation to the creditor is transferred by him to another person (assignment of the right to claim, transfer of rights to a mortgage) in the procedure for transferring rights under loan agreements secured by a mortgage, established by Articles 47 and 48 of the Federal Law "On Mortgage (mortgage of real estate)”, or transferred to another person on the basis of the law, the certificate shall contain information about the name and location of the creditor to whom the rights under the loan agreement (loan agreement) belong on the date of the certificate. If a certificate is submitted on behalf of the creditor by a third party acting on the basis of a power of attorney, a copy of the creditor's power of attorney shall be submitted to the third party.

21.14.3. A mortgage agreement that has passed state registration in the prescribed manner - if the loan agreement (loan agreement) provides for its conclusion.

21.14.4. Certificate of state registration of ownership of residential premises acquired or built using credit (borrowed) funds - in case of acquisition of residential premises, as well as in case of commissioning of a housing construction facility.

21.14.5. An agreement on participation in shared construction that has passed state registration in the prescribed manner, or a copy of a permit for the construction of an individual residential building - if the housing construction facility has not been put into operation.

The documents required to receive the republican maternity (family) capital to improve housing conditions are submitted in copies with the presentation of the original.

The amount of funds (part of the funds) of maternity (family) capital allocated to repay the principal debt and pay interest for using a credit (loan), including mortgage, for the purchase or construction of housing, or for repaying the principal debt and paying interest for using a loan ( loan), including mortgage loans, to repay a previously granted loan for the purchase or construction of housing, either as a payment for the price of an agreement on participation in shared construction, or as a payment towards the payment of a share contribution, cannot exceed, respectively, the amount of the balance of the principal debt and debt on the payment of interest for the use of the specified credit (loan) or the remaining unpaid amount under the agreement on participation in shared construction, or the remaining unpaid amount of the share contribution necessary for acquiring ownership of the dwelling.

22. When directing funds (part of the funds) of maternity (family) capital for the education of a child (children) who have not reached the age of majority, in any educational institution on the territory of the Russian Federation that has the right to provide appropriate educational services, the applicant indicates in the application the direction of spending the funds and submits the documents specified in paragraphs 21.1 - 21.4 of this Procedure, as well as the following documents:

22.1. Contract for the provision of paid educational services.

22.2. License for the right to carry out educational activities.

22.3. Certificate of state accreditation of a non-state educational institution.

22.4. A certificate indicating the details of the bank account of the educational institution or the applicant.

Documents required for obtaining republican maternity (family) capital for education by a child (children) are submitted in copies with the presentation of the original.

The amount of funds transferred by the RGU "CSPN" to the account of an educational institution or an applicant or directed through a communication (delivery) organization cannot exceed the amount indicated in the documents submitted by the applicant on the cost of paid educational services.

The allocation of funds for education by a child (children) under the age of majority is carried out on the condition that the expenses for these purposes are made not earlier than the date of birth of the child (children), with the birth (adoption) of which (who) the right to receive a republican maternal (family) ) capital.

23.1. Contract for the provision of paid medical services (medical services) for diagnosis, treatment, rehabilitation, indicating the cost of the medical service (medical services).

23.2. Documents confirming payment for medical services.

23.3. Documents confirming travel to the place of treatment and back by air, rail, water transport to medical institutions to the place of provision of medical services (medical services) and back on the territory of the Russian Federation, as well as one accompanying person.

The documents required to receive the republican maternity (family) capital for the treatment of a child (children) are submitted in copies with the presentation of the original.

The amount of funds transferred by the RSU "CSPN" to a bank account or sent through communication (delivery) organizations cannot exceed the amount indicated in the documents submitted by the applicant on the cost of paid medical services and travel to and from the place of treatment.

24. When directing funds (part of the funds) of the maternity (family) capital for the purchase of a vehicle, subject to the involvement of the own funds of the person who received the republican maternity (family) capital, the applicant indicates in the application the direction of spending the funds and submits the documents specified in paragraphs 21.1 - 21.4 of this Order, as well as the following documents:

24.1. A document proving the identity of the applicant's spouse or the applicant's child - if the party to the transaction for the acquisition of a vehicle is the spouse or child of the applicant.

24.2. Marriage certificate - if the party to the transaction is the spouse of the applicant.

24.3. Vehicle purchase agreement.

24.5. In the case of transferring funds to the account of the seller or creditor - a document indicating the details of the seller's bank account. In the case of transferring funds to your account - a document indicating the details of your bank account.

The documents required to obtain the republican maternity (family) capital for the purchase of a vehicle are submitted in copies with the presentation of the original.

25.1. In case of transferring funds to your bank account or sending funds through communication (delivery) organizations:

25.1.1. Payment documents (cash and sales receipts) confirming payment for household appliances, essentials for a newborn child (children).

25.1.2. Sales receipts and / or contracts of sale, receipts confirming payment for productive animals.

25.2. In case of transferring funds to the bank account of the seller of household appliances, productive animals, essential items for a newborn child (children):

25.2.1. Purchase and sale agreement indicating the value of the purchased items.

25.2.2. A certificate indicating the bank account details of the seller.

STATEMENT

AT each region of the Russian Federation Families with children receive two-tier support. Activities aimed at supporting parents are built on different fundamental foundations. The 81st law is aimed at helping certain categories of citizens, mainly mothers. The main condition for receiving assistance from the local budget is the fact of permanent registration in one of the settlements of the Republic of Buryatia. Citizenship of the Russian Federation is taken into account only for some payments. Citizens of other countries and persons without a passport can apply for the main package.

Hint: a family is recognized as poor, in which the average per capita income is below the subsistence level. The latter indicator is determined by the government of the region every quarter after the end of the period.

Given allowance is provided only to Russians. The conditions are:

adoption of an orphan (equivalent), living in the region, after 01.01.11;
apply not earlier than 36 months from the date of entry into force of the court decision;

If a preschool child cannot attend kindergarten for health reasons, then one of the parents is entitled to a separate allowance. It is assigned under the following conditions:

Regional maternity capital for furniture and household appliances

It is provided in certain regions at the birth or adoption of a third or subsequent child in the family in accordance with regional legislation: in the Republic of Buryatia, the Kaliningrad and Murmansk regions, as well as the Nenets Autonomous Okrug.
