Social center for the homeless. Center for Social Adaptation for Persons without a Fixed Residence and Occupation named after E.P.

Temperature records last days in the central part of Russia have become a real test for the homeless. And if in Greece, for example, due to the "unprecedented frost" (that is, the snow that fell) to save the homeless, the metro was done round-the-clock on these cold days, in Russia so far no special measures of assistance have been offered, although only for new year holidays in Moscow, 190 people were injured, and two died from hypothermia.

But the problem isn't just keeping warm. Every day for a homeless person is a struggle to survive. Find a place where you can warm up, spend the night, get food and some clothes, get medical assistance, and ideally also to wash - all this seems to be an insoluble task for a person without a penny of money in his pocket. But in reality, there are enough places in Moscow where all this can be done completely free of charge, but not all homeless people know about it. Brief instruction on survival - in The Insider

“I have been on the street since childhood,” says homeless Dmitry Nikiforov, a volunteer for the network of organizations “If you’re not at home…”, “In 1989, my family and I came to Moscow, I myself am from Baku. We came because a war broke out in Azerbaijan. Here I went to school, and then my father was killed, my mother began to drink. And there were three of us brothers in the family. They kicked out of the apartment. Now I already understand that my father just then came to an empty apartment, paid the cops, and so we began to live. Of course, we did not have any registration. We were kicked out of the apartment. Nowhere to live: cellars, train stations. And my brothers are small, I need to eat something. How could I and I hunted: somewhere you will steal something, somewhere you will earn something. And so they lived. The mother died. Then he worked, even found housing, rented. Then he sat. I got out - no documents, now I work again and help the homeless. There are ideas to create jobs for the homeless - a sewing workshop and a carpentry workshop, because most of the homeless are those who came from places not so remote. Relatives, for example, while they were in prison, sold their apartments, they have nowhere to return, and it is very difficult for a homeless person to get a job in Moscow now. "

According to the CSA "Lyublino", there are now about 16 thousand homeless people in Moscow. Approximately 80% of homeless people came to the capital from the regions, mainly from places where there is almost no work or from the so-called "depressed" areas. For them, the socialization process turns out to be quite difficult, since such homeless people are sent from Moscow to the place where their last place of residence was registered.

Where to eat:

There are a lot of such places in Moscow. One of the sites where the homeless can get food is on the Square of Three Station. It is organized by a group of volunteers from the “If you’re not at home…” network. “There we feed the homeless on Thursdays. There is also the Salvation Army day center and the Salvation Hangar tent. The volunteers there are homeless people, and they themselves, together with social workers, prepare food, go to the Three Station Square and distribute it themselves. It helps people get on the other side. Many later, thanks to such projects, become social workers, ”says activist Nadezhda Klyueva. Dmitry Nikiforov also often takes part in this project and tells with enthusiasm how he and volunteers make sandwiches, prepare tea for the homeless. During this whole process, there is a constant dialogue between the members of the organization “If there is no home ...” and those whom they help, which, according to Dmitry, is the most important in this project.

Where to wash and get medical help:

At the Station # 4 it always smells like urine and caked mud. Even when there are no homeless people crowding around to shower, change, or get help from a doctor. “A homeless place,” says someone behind me in the crowd, leaving the tunnel near Kurskaya.

And in the "office hours" it smells even stronger. At the very exit from the metro, silhouettes are sorting something over their black plastic bags, another figure is approaching, slowly chewing on a piece of biscuit. The queue is gathering soon. Burnt, bearded, on crutches, haggard, in oversized sweatshirts, ridiculous caps, but all with large bags - plastic bags in both hands. Mostly men. They talk to each other, someone takes out a mobile phone and with an effort begins to press the buttons. Apparently dialing the number from memory.

Here, during cold weather, you can sometimes get something warm from clothes. They also provide free medical care here, although basic, but there are also places where homeless people can even apply for free dentistry.

Where to spend the night:

Homeless people can spend the night in state social centers, where not everyone wants to go, since the conditions of detention there are more similar to the conditions for serving a sentence, and they are mainly located on the outskirts of the city.

True, if a homeless person has little money, he can pay for a bed and stay in a so-called hostel, no one will force him to work there.

There are also centers where they provide social assistance, which includes sending home, issuing a certificate of loss of documents, assistance in restoring a passport, assistance in settling in social shelters for the homeless, as well as assistance in finding a job.

Most often, homeless people do not have the opportunity to call and somehow contact their loved ones when they need help. For this, in the north of Moscow there are several so-called people's telephones. They can be used free of charge to call landline and mobile numbers in the Moscow region. In the cabins, it even catches Wi-Fi (surprisingly, homeless people with smartphones are also sometimes encountered).

Of course, all the infrastructure described above, at best, will allow the homeless to live a little longer, but it does not provide an opportunity for full-fledged socialization. By “saving” on the homeless, the state doesn’t really save anything, since they create an additional burden on police officers, doctors and social services. Most developed countries to solve this problem, there are special social programs that make it easier to obtain housing for the homeless. For example, in Salt Lake City, a program has been launched since 2015, under which the homeless is provided with housing ready for life (with a refrigerator, microwave, etc.), calculating that it turns out to be cheaper for the budget than the additional burden on government agencies (ambulance , police, prisons) arising from the homeless.

Today we will talk about what kind helping homeless people (homeless people) turns out to be in Moscow and the cities of the Moscow region, we will present the organizations and volunteer teams that are engaged in this.

Let's start with statistics. According to the estimates of the Moscow Department of Labor and Social Protection, in 2015 there were about 11 thousand homeless people in the Russian capital. Officially. We add those who were not counted, and we get the size of a small provincial town. Lot. But they say that the number of homeless people is decreasing. Let's trust the statistics from the Department.

How is free assistance to the homeless and homeless people in Moscow organized:

City program "Social patrol".

The Social Patrol program, which was launched several years ago, found a response in the hearts of many people who are not indifferent to those in need. Employees of social protection in 30 cars and 5 buses deliver food, warm clothes, and provide medical assistance to places where homeless people gather. Two centers for social assistance and adaptation of the homeless have already been opened. Nice start.

For those who need help from social protection, we leave a link to the page of the website of the Department of Labor and Social Protection of the Population of Moscow, where you can find information on the procedure for recognizing homeless citizens in need of obtaining social service.

Help service for homeless people "Mercy".

For more than ten years, the Orthodox help service "Mercy" has been working with homeless people. This team has 3 main directions in which they move:

- preventive work at the railway stations of the city.

A group of solidarity with the homeless and the poor.

This is a joint project of the Danilovtsy Volunteer Movement, the Danilov Monastery Charity Group and the Christian cultural center"Meeting". The group brings together those who would like to practically make small gestures of solidarity, give alms, work for the glory of God and just notice those who usually want to be brushed aside.

The directions of the group's work are:

  • Cooking food for homeless, poor, lonely old people.
  • Communication and support of the homeless, conducting communication groups, trainings, coaching.
  • Charity holidays for the poor and lonely old people (at Christmas and Easter).
  • Holding charity fairs and events, collecting clothes and donations.

What are we doing? We want homeless and poor people not to be alone in their struggle for life, to support them with simple gestures of solidarity - food, clothing, communication, to show that we see and accept them. Every Saturday we ourselves prepare a hot lunch for the homeless, if funds permit, we buy hygiene products, socks, shoes, gloves. We also organize the collection and transfer of clothing and donations in their favor. Even in well-fed and wealthy Moscow, the issue of food and clothing can be acute.
Financial assistance is an important, but not the only part of our activity. We do not work alone, but as part of the community of government and public organizations involved in helping the homeless in Moscow. By creating an atmosphere of solidarity, we want to awaken a willingness to turn to professional organizations, motivate homeless people not to give up trying to change life situation after severe disappointments, as well as just support people whose life situation is unlikely to change.

Volunteers also organize, where they invite lonely old people, the poor, the homeless.

Who are our charges? Homeless and poor people (elderly, migrants) in difficult life situations, mostly unable to work. About 65 people come to a meeting with volunteers every week. Among them there are those who found themselves in a difficult life situation - they were recently robbed, cheated with a job or apartment, who left because of family problems or he is ashamed to return home without money, there are those who have come from a depressed region with unemployment and drunkenness, or are simply forced to live on the street. There are people who have lost their parents in early age, were brought up in orphanages, were in prisons. In most cases, long-term and specialized help is needed, and simply finding a job does not help. Just lonely old people come to us, whose pension goes to utility bills and modest food and clothing can support them. There are those who are already firmly entrenched in the street.

Requirements for volunteers: Our group is open to everyone who shares our attitude towards a person and is ready to follow the rules and traditions of our group. We try to draw our inspiration and strength from Christian tradition, prayer and fellowship on spiritual topics, but religious affiliation is not a condition for participation. Age restrictions are agreed with the coordinator.

Willingness to work in a group, with its vision and rules, under the guidance of a coordinator, to take responsibility for performing some functions (cooking, purchasing food, sorting clothes, etc.).

Meeting time: weekly on Saturdays from 12:00 to 22:00

  • 12:00 - 18:00 Meeting the group, preparing food, collecting clothes and hygiene products for the exit. Prayer.
  • 18: 30-20: 00 Meeting of volunteers with the homeless and the poor near the Paveletskaya metro station.
  • 20: 15-22: 00 Washing thermoses, filling out the magazine, tea and discussion of the meeting. Friendly communication.

On weekdays, you can also help:

  • Sorting donations and selection of clothes, work in the warehouse.
  • Purchase of products, hygiene items.
  • Minor repairs and ironing.
  • Job search, support in government agencies, etc.

In order to help the homeless, we need donations:

  • Serviceable, washed clothes and shoes, bags, briefcases, backpacks.
  • Unopened and usable hygiene items: soap, shampoos, paste, wet wipes.
  • Meat, fish, canned food
  • Cereals, cookies, sweets.
  • Donations for the purchase of disposable tableware, food, socks and hygiene items, medicines, targeted assistance.

The group is in dire need of a room for cooking and conducting communication groups in the Paveletskaya metro area and a working minibus (cat B), donations.

We constantly need volunteers to sort and minor repairs, clean and iron donated clothes - this can be done on weekdays, even in the evenings.

You can also arrange in your temple or office to collect things and food to help the homeless and the poor.

Coordinator: Dmitry Ivanin

A brief history of the volunteer group. Created in September 2012 as a joint project of the Danilovtsy movement and charitable foundation"Tradition". The first coordinator of the group was Tatiana Zaitseva. Since February 2014, the coordinator is Daniyar Shamkanov,
